對天然(ran)氣(qi)管道運輸價(jia)格(ge)機制進行重(zhong)大改(gai)革,這是落實黨中央國務院關于(yu)深化價(jia)格(ge)改(gai)革、健全(quan)政府定價(jia)制度(du)的(de)重(zhong)要舉措。

兩(liang)個《辦法》構建起(qi)較為科學完善的天然氣管(guan)道運輸價格監管(guan)體系。
一是明晰定價(jia)(jia)(jia)方法。兩個《辦法》明確制定和調(diao)整(zheng)天然(ran)氣管道運輸價(jia)(jia)(jia)格(ge)遵(zun)循“準(zhun)許成本加合(he)理收益”的(de)原則(ze),對(dui)價(jia)(jia)(jia)格(ge)監管的(de)范疇、對(dui)象,價(jia)(jia)(jia)格(ge)制定和調(diao)整(zheng)的(de)方法、程(cheng)序,以及部分核心指標如準(zhun)許收益率、負荷率等均作了細致的(de)規定。
二是從緊核定(ding)(ding)(ding)定(ding)(ding)(ding)價成本(ben)。兩個《辦法》要求(qiu)對(dui)天然氣管(guan)(guan)道運輸業務進行單獨(du)核算(suan),成本(ben)單獨(du)歸集,明確了(le)構成定(ding)(ding)(ding)價成本(ben)的主要指標(biao)如(ru)職工薪酬(chou)、管(guan)(guan)理(li)費用、銷售(shou)費用等具體核定(ding)(ding)(ding)標(biao)準(zhun);對(dui)八種不得(de)計入(ru)定(ding)(ding)(ding)價成本(ben)的情形作了(le)界定(ding)(ding)(ding)。
三是推(tui)行(xing)成本(ben)信(xin)息(xi)公開(kai)。要求(qiu)(qiu)管(guan)(guan)(guan)道(dao)企業主(zhu)動公開(kai)成本(ben)信(xin)息(xi),強化社(she)會監(jian)(jian)督;定(ding)價部門公開(kai)成本(ben)監(jian)(jian)審結論,提高價格監(jian)(jian)管(guan)(guan)(guan)科學性(xing)、合(he)理(li)性(xing)和(he)透明度。此(ci)外,兩個(ge)《辦(ban)法》要求(qiu)(qiu)省級價格主(zhu)管(guan)(guan)(guan)部門建(jian)立省內短途(tu)管(guan)(guan)(guan)道(dao)價格監(jian)(jian)管(guan)(guan)(guan)體系,可以參照(zhao)兩個(ge)《辦(ban)法》對轄(xia)區內短途(tu)管(guan)(guan)(guan)道(dao)運輸(shu)價格進行(xing)管(guan)(guan)(guan)理(li),或結合(he)當(dang)地實際情況,相(xiang)應制定(ding)價格管(guan)(guan)(guan)理(li)辦(ban)法和(he)定(ding)價成本(ben)監(jian)(jian)審辦(ban)法。
那么兩個(ge)《辦(ban)法》的(de)實(shi)行對(dui)(dui)于天然(ran)氣管道運輸價格(ge)有什么影響?會對(dui)(dui)我國的(de)天然(ran)氣市場產生什么影響呢?就(jiu)社會關(guan)心的(de)問題,央(yang)視財(cai)經記者采訪了國家發展改革委(wei)有關(guan)負責人。
改革后(hou)的三大核心(xin)變化
與現行管(guan)(guan)道(dao)(dao)運(yun)(yun)(yun)輸(shu)(shu)價(jia)(jia)(jia)格(ge)機制相比(bi),改(gai)革(ge)后的管(guan)(guan)道(dao)(dao)運(yun)(yun)(yun)輸(shu)(shu)價(jia)(jia)(jia)格(ge)機制的核(he)心變(bian)(bian)化在于:一是定(ding)(ding)價(jia)(jia)(jia)方(fang)法的變(bian)(bian)化。由原(yuan)來(lai)運(yun)(yun)(yun)用(yong)建設項目財務評價(jia)(jia)(jia)原(yuan)理(li)監(jian)管(guan)(guan)管(guan)(guan)道(dao)(dao)運(yun)(yun)(yun)輸(shu)(shu)價(jia)(jia)(jia)格(ge)為(wei)主的定(ding)(ding)價(jia)(jia)(jia)方(fang)法,調(diao)整為(wei)按照“準(zhun)(zhun)(zhun)許(xu)成本加(jia)合理(li)收(shou)益(yi)”的原(yuan)則定(ding)(ding)價(jia)(jia)(jia),即在核(he)定(ding)(ding)準(zhun)(zhun)(zhun)許(xu)成本的基礎上,通過監(jian)管(guan)(guan)管(guan)(guan)道(dao)(dao)運(yun)(yun)(yun)輸(shu)(shu)企業(ye)的準(zhun)(zhun)(zhun)許(xu)收(shou)益(yi),確定(ding)(ding)年度準(zhun)(zhun)(zhun)許(xu)總收(shou)入(ru),進(jin)而核(he)定(ding)(ding)管(guan)(guan)道(dao)(dao)運(yun)(yun)(yun)輸(shu)(shu)價(jia)(jia)(jia)格(ge)。二(er)是價(jia)(jia)(jia)格(ge)監(jian)管(guan)(guan)對(dui)(dui)象(xiang)的變(bian)(bian)化。不(bu)再以(yi)單(dan)條管(guan)(guan)道(dao)(dao)為(wei)監(jian)管(guan)(guan)對(dui)(dui)象(xiang),對(dui)(dui)每條管(guan)(guan)道(dao)(dao)單(dan)獨定(ding)(ding)價(jia)(jia)(jia),而是以(yi)管(guan)(guan)道(dao)(dao)運(yun)(yun)(yun)輸(shu)(shu)企業(ye)為(wei)監(jian)管(guan)(guan)對(dui)(dui)象(xiang),區分不(bu)同企業(ye)定(ding)(ding)價(jia)(jia)(jia)。三是價(jia)(jia)(jia)格(ge)公(gong)(gong)布方(fang)式的變(bian)(bian)化。由國(guo)家(jia)公(gong)(gong)布具體價(jia)(jia)(jia)格(ge)水平改(gai)為(wei)國(guo)家(jia)核(he)定(ding)(ding)管(guan)(guan)道(dao)(dao)運(yun)(yun)(yun)價(jia)(jia)(jia)率(lv)(元/立方(fang)米?千(qian)公(gong)(gong)里),企業(ye)測算并公(gong)(gong)布進(jin)氣口(kou)到出(chu)氣口(kou)的具體價(jia)(jia)(jia)格(ge)水平。
四(si)大機制加強(qiang)價格監管
兩個《辦(ban)法(fa)》的(de)制(zhi)(zhi)定(ding)(ding)堅持問(wen)題導向,對(dui)癥(zheng)下藥,監(jian)(jian)管、激(ji)勵、監(jian)(jian)督(du)并重,并通過制(zhi)(zhi)度(du)建(jian)設構建(jian)長效機(ji)制(zhi)(zhi),亮(liang)點頗多(duo):一是(shi)(shi)推行(xing)獨立(li)(li)核(he)算制(zhi)(zhi)度(du)。兩個《辦(ban)法(fa)》明(ming)確要求(qiu)經營天然氣管道(dao)運(yun)(yun)輸業(ye)(ye)(ye)(ye)(ye)務(wu)的(de)企業(ye)(ye)(ye)(ye)(ye)原則(ze)上應將(jiang)管道(dao)運(yun)(yun)輸業(ye)(ye)(ye)(ye)(ye)務(wu)與其他業(ye)(ye)(ye)(ye)(ye)務(wu)分離,暫不能實(shi)現業(ye)(ye)(ye)(ye)(ye)務(wu)分離的(de),應當實(shi)現管道(dao)運(yun)(yun)輸業(ye)(ye)(ye)(ye)(ye)務(wu)財務(wu)獨立(li)(li)核(he)算。二是(shi)(shi)建(jian)立(li)(li)成(cheng)(cheng)(cheng)本(ben)約束(shu)(shu)機(ji)制(zhi)(zhi)。要求(qiu)對(dui)天然氣管道(dao)運(yun)(yun)輸業(ye)(ye)(ye)(ye)(ye)務(wu)成(cheng)(cheng)(cheng)本(ben)單獨歸集,對(dui)構成(cheng)(cheng)(cheng)定(ding)(ding)價(jia)成(cheng)(cheng)(cheng)本(ben)的(de)主要指標如職(zhi)工薪酬、管理費(fei)(fei)用、銷售費(fei)(fei)用等(deng)明(ming)確了具體核(he)定(ding)(ding)標準;對(dui)不得(de)(de)計(ji)入定(ding)(ding)價(jia)成(cheng)(cheng)(cheng)本(ben)的(de)八(ba)種(zhong)情形作了界定(ding)(ding)。三(san)是(shi)(shi)建(jian)立(li)(li)激(ji)勵機(ji)制(zhi)(zhi)。規(gui)定(ding)(ding)管道(dao)運(yun)(yun)輸價(jia)格以三(san)年為一個監(jian)(jian)管周期,如果管道(dao)運(yun)(yun)輸企業(ye)(ye)(ye)(ye)(ye)在監(jian)(jian)管周期內通過優化運(yun)(yun)行(xing)提高管道(dao)負荷(he)(he)(he)率(lv),使實(shi)際負荷(he)(he)(he)率(lv)高于定(ding)(ding)價(jia)負荷(he)(he)(he)率(lv),或(huo)加強管理、節約成(cheng)(cheng)(cheng)本(ben),使企業(ye)(ye)(ye)(ye)(ye)實(shi)際成(cheng)(cheng)(cheng)本(ben)低于定(ding)(ding)價(jia)成(cheng)(cheng)(cheng)本(ben),可以獲得(de)(de)超過準許(xu)收益率(lv)的(de)回報(bao)。四是(shi)(shi)建(jian)立(li)(li)信(xin)息(xi)公(gong)開機(ji)制(zhi)(zhi)。實(shi)行(xing)雙公(gong)開,不僅(jin)要求(qiu)管道(dao)企業(ye)(ye)(ye)(ye)(ye)主動(dong)公(gong)開成(cheng)(cheng)(cheng)本(ben)信(xin)息(xi),強化社會(hui)監(jian)(jian)督(du),約束(shu)(shu)企業(ye)(ye)(ye)(ye)(ye)投(tou)資(zi)(zi)造價(jia)和(he)運(yun)(yun)行(xing)成(cheng)(cheng)(cheng)本(ben)、避(bi)免投(tou)資(zi)(zi)浪費(fei)(fei)和(he)不合理支出(chu),也(ye)要求(qiu)定(ding)(ding)價(jia)部門公(gong)開成(cheng)(cheng)(cheng)本(ben)監(jian)(jian)審結論(lun),提高價(jia)格監(jian)(jian)管的(de)科(ke)學性、規(gui)范性和(he)透(tou)明(ming)度(du)。
改革后(hou)定價(jia)時給予投(tou)資收(shou)益(yi)率8%
兩(liang)個《辦法》中(zhong)將天(tian)(tian)(tian)然氣(qi)管(guan)道運輸的準許(xu)收益(yi)(yi)率明確為稅后全投資收益(yi)(yi)率8%,是(shi)綜合(he)考慮我(wo)國天(tian)(tian)(tian)然氣(qi)管(guan)道發(fa)展(zhan)現(xian)狀、未來管(guan)道投資建(jian)設需要,以(yi)及(ji)下游(you)用(yong)戶承受(shou)能(neng)力后確定的。一方面,目前我(wo)國天(tian)(tian)(tian)然氣(qi)管(guan)道處(chu)于(yu)(yu)快速發(fa)展(zhan)階段,主支干線(xian)管(guan)道總長度(du)為6萬公(gong)里左(zuo)右(you)(不含省(sheng)內(nei)管(guan)道),遠不能(neng)滿(man)足今后發(fa)展(zhan)需要。準許(xu)收益(yi)(yi)率定為8%,高于(yu)(yu)長期(qi)國債利率3-4個百分點,有(you)利于(yu)(yu)調動(dong)各方面投資天(tian)(tian)(tian)然氣(qi)管(guan)道建(jian)設的積極性,促進(jin)天(tian)(tian)(tian)然氣(qi)產(chan)業發(fa)展(zhan)。另一方面,由于(yu)(yu)下游(you)用(yong)戶承受(shou)能(neng)力有(you)限,準許(xu)收益(yi)(yi)率也不宜過高。
需要說明的(de)是,8%的(de)收益(yi)率(lv)(lv)是在(zai)管道負(fu)荷率(lv)(lv)達(da)到(dao)75%時才(cai)能取得,在(zai)其(qi)他因素不變的(de)情(qing)況(kuang)下,如果負(fu)荷率(lv)(lv)低于75%,收益(yi)率(lv)(lv)將低于8%。
三個有(you)利于(yu)激(ji)發(fa)國(guo)內天然(ran)氣市(shi)場活力
兩個《辦(ban)法(fa)》的(de)出臺,是(shi)落實(shi)(shi)供(gong)給(gei)側結(jie)構性改革要求的(de)具體體現,有利(li)(li)于激發(fa)(fa)(fa)市場活力(li),補(bu)足短板,將(jiang)對國內天然(ran)氣(qi)市場建設(she)(she)和(he)相關(guan)行(xing)業(ye)(ye)(ye)發(fa)(fa)(fa)展產生(sheng)深遠(yuan)影響。一是(shi)有利(li)(li)于激發(fa)(fa)(fa)社會資(zi)(zi)本投(tou)資(zi)(zi)建設(she)(she)管(guan)(guan)(guan)道(dao)(dao)積(ji)極性。兩個《辦(ban)法(fa)》對投(tou)資(zi)(zi)天然(ran)氣(qi)管(guan)(guan)(guan)道(dao)(dao)給(gei)出了(le)明(ming)確(que)的(de)回報(bao)預期,特別是(shi)適(shi)當高(gao)于一般工業(ye)(ye)(ye)行(xing)業(ye)(ye)(ye)的(de)投(tou)資(zi)(zi)回報(bao)率,將(jiang)對鼓勵社會資(zi)(zi)本投(tou)資(zi)(zi)建設(she)(she)管(guan)(guan)(guan)道(dao)(dao)、促進管(guan)(guan)(guan)道(dao)(dao)發(fa)(fa)(fa)展起到(dao)(dao)積(ji)極作用。二是(shi)有利(li)(li)于促進管(guan)(guan)(guan)道(dao)(dao)向(xiang)第三(san)方(fang)(fang)開(kai)放(fang)。兩個《辦(ban)法(fa)》要求企(qi)業(ye)(ye)(ye)獲得8%準許收(shou)益率對應的(de)管(guan)(guan)(guan)道(dao)(dao)負荷(he)率為(wei)75%,意味著如果管(guan)(guan)(guan)道(dao)(dao)運輸企(qi)業(ye)(ye)(ye)實(shi)(shi)際負荷(he)率低于75%,則實(shi)(shi)際收(shou)益率可(ke)能達不到(dao)(dao)8%甚至(zhi)(zhi)更(geng)(geng)低,只有加(jia)大向(xiang)第三(san)方(fang)(fang)開(kai)放(fang)力(li)度(du)、提高(gao)負荷(he)率,才(cai)能獲得準許收(shou)益甚至(zhi)(zhi)更(geng)(geng)高(gao)的(de)收(shou)益水平。三(san)是(shi)有利(li)(li)于推進天然(ran)氣(qi)價(jia)格市場化(hua)改革。兩個《辦(ban)法(fa)》實(shi)(shi)施(shi)后,天然(ran)氣(qi)管(guan)(guan)(guan)道(dao)(dao)每一個入口到(dao)(dao)出口的(de)運輸價(jia)格清(qing)晰明(ming)了(le),為(wei)管(guan)(guan)(guan)道(dao)(dao)向(xiang)第三(san)方(fang)(fang)開(kai)放(fang)創造了(le)條件,同時,有利(li)(li)于天然(ran)氣(qi)氣(qi)源回歸商品屬性,促進氣(qi)氣(qi)競爭,進而實(shi)(shi)現氣(qi)源和(he)銷售價(jia)格市場化(hua)的(de)改革目標。
2017年將(jiang)全面啟動管道(dao)運輸企業定價成本監審工作(zuo)
今年以來,國(guo)家(jia)出(chu)(chu)臺了一系(xi)列加強天然氣(qi)管(guan)(guan)網(wang)輸配(pei)(pei)價(jia)格(ge)監管(guan)(guan)的(de)政策措施,此次出(chu)(chu)臺了兩個(ge)《辦(ban)法》,此前(qian)還印發了《關于加強地方天然氣(qi)管(guan)(guan)網(wang)輸配(pei)(pei)價(jia)格(ge)監管(guan)(guan)降(jiang)低企(qi)業用氣(qi)成(cheng)本的(de)通知》(發改(gai)價(jia)格(ge)[2016]1859號),從(cong)而構建起天然氣(qi)產業鏈(lian)從(cong)長(chang)輸管(guan)(guan)道到省(sheng)內短(duan)途(tu)運輸管(guan)(guan)道,再到城市配(pei)(pei)氣(qi)管(guan)(guan)網(wang)的(de)全(quan)流程價(jia)格(ge)監管(guan)(guan)體系(xi)。
下(xia)一(yi)步(bu),國家將(jiang)(jiang)積極推(tui)(tui)動(dong)政策落實(shi),并(bing)進一(yi)步(bu)完(wan)善(shan)相關(guan)監(jian)(jian)管(guan)(guan)政策。一(yi)是(shi)(shi)2017年將(jiang)(jiang)全面啟動(dong)管(guan)(guan)道運(yun)輸企(qi)業定價(jia)成(cheng)本監(jian)(jian)審工(gong)作,合(he)理確(que)定定價(jia)成(cheng)本,制(zhi)定和(he)調整(zheng)(zheng)天然(ran)(ran)氣管(guan)(guan)道運(yun)輸價(jia)格(ge)。二是(shi)(shi)督促地方(fang)切實(shi)加(jia)強輸配(pei)價(jia)格(ge)監(jian)(jian)管(guan)(guan),合(he)理制(zhi)定和(he)調整(zheng)(zheng)地方(fang)天然(ran)(ran)氣管(guan)(guan)網輸配(pei)價(jia)格(ge)。三(san)是(shi)(shi)根據(ju)兩個《辦法》在實(shi)踐(jian)中的(de)運(yun)行(xing)(xing)情(qing)況(kuang),適時(shi)對兩個《辦法》進行(xing)(xing)完(wan)善(shan),并(bing)結合(he)國內天然(ran)(ran)氣市場發(fa)展(zhan)情(qing)況(kuang),積極開(kai)展(zhan)“兩部制(zhi)”價(jia)格(ge)、熱值計價(jia)等研究工(gong)作,條件成(cheng)熟時(shi)推(tui)(tui)出,不斷提(ti)高天然(ran)(ran)氣管(guan)(guan)道運(yun)輸價(jia)格(ge)管(guan)(guan)理的(de)科學性和(he)合(he)理性。更多最新(xin)調查(cha)(cha)報(bao)告(gao)(gao),市場調查(cha)(cha)報(bao)告(gao)(gao),研究報(bao)告(gao)(gao),,分(fen)析(xi)報(bao)告(gao)(gao),行(xing)(xing)業報(bao)告(gao)(gao),市場調研報(bao)告(gao)(gao),調查(cha)(cha)報(bao)告(gao)(gao),發(fa)展(zhan)前(qian)景(jing)請(qing)訪問。
