
研發人員(yuan)工資增(zeng)(zeng)幅(fu)(fu)居各類崗位之首(shou),平均工資 絕對值也是除高級經營管理人員(yuan)以外最高的(de)(de),顯示出鋼鐵(tie)企(qi)業面(mian)對轉型升級,對研發崗位的(de)(de)重視日益增(zeng)(zeng)強。但是,鋼鐵(tie)行業工資增(zeng)(zeng)幅(fu)(fu)仍(reng)小于社(she)會平均工資增(zeng)(zeng)幅(fu)(fu),不利 于人才(cai)培(pei)養,因(yin)此,鋼鐵(tie)企(qi)業要(yao)努(nu)力在提高勞動(dong)生(sheng)產率(lv)的(de)(de)基礎上提高職工待遇。此外,鋼鐵(tie)行業每萬元(yuan)人工成本(ben)投入(ru)產出的(de)(de)粗鋼從2008年的(de)(de)54噸降低到(dao)2014年的(de)(de)52噸,說明人工成本(ben)投入(ru)產出下滑,人力資本(ben)競爭力下降。
2014年鋼鐵企業(ye)人(ren)(ren)均(jun)工資(zi)為(wei)(wei)6.12萬(wan)元(yuan)(yuan),比(bi)2013年人(ren)(ren)均(jun)5.71萬(wan)元(yuan)(yuan)增 長了7.18%。從(cong)企業(ye)四類(lei)人(ren)(ren)員(yuan)年薪情(qing)況來看,2014年高級經(jing)營(ying)(ying)管理人(ren)(ren)員(yuan)人(ren)(ren)均(jun)工資(zi)為(wei)(wei)21.36萬(wan)元(yuan)(yuan),一般經(jing)營(ying)(ying)管理人(ren)(ren) 員(yuan)為(wei)(wei)9.50萬(wan)元(yuan)(yuan),技術人(ren)(ren)員(yuan)為(wei)(wei)8.14萬(wan)元(yuan)(yuan),研發人(ren)(ren)員(yuan)為(wei)(wei)10.38萬(wan)元(yuan)(yuan),操作人(ren)(ren)員(yuan)為(wei)(wei)5.40萬(wan)元(yuan)(yuan)。與2013年相(xiang)比(bi),各(ge)類(lei)人(ren)(ren)員(yuan)工資(zi)均(jun)有增長。
鋼鐵(tie)(tie)企業(ye)人均工資增幅為47.47%,年均增幅7.9%。在(zai)各個崗位中,研發(fa)人員以(yi)年均增長9.4%排(pai)在(zai)首位。這(zhe)說明隨著鋼鐵(tie)(tie)行業(ye)經營從以(yi)提高產(chan)量為中心(xin)轉變為以(yi)提高產(chan)品附加值、降低產(chan)品單(dan)位成本為中心(xin),能夠創(chuang)新、優化(hua)產(chan)品結構和產(chan)品流(liu)程的研發(fa)人員已成為鋼鐵(tie)(tie)企業(ye)隊(dui)伍(wu)建設的重點。

2014年,國(guo)有企業各(ge)項人(ren)工成(cheng)本都高于(yu)非國(guo)有企業,其中人(ren)工成(cheng)本、工資(zi)總額分別是非國(guo)有企業的1.6倍和1.3倍。這說明國(guo)有企業人(ren)均(jun)人(ren)工成(cheng)本遠高于(yu)非國(guo)有企業。
2014年,國(guo)有企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)人(ren)(ren)均(jun)(jun)工(gong)(gong)資總(zong)額增(zeng)(zeng)長(chang)了4.49%,非(fei)國(guo)有企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)人(ren)(ren)均(jun)(jun)工(gong)(gong)資總(zong)額增(zeng)(zeng)長(chang)了 13.62%,增(zeng)(zeng)速超(chao)過(guo)國(guo)有企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)近10個(ge)(ge)百分(fen)點。7年來,非(fei)國(guo)有企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)人(ren)(ren)均(jun)(jun)工(gong)(gong)資總(zong)額、人(ren)(ren)均(jun)(jun)人(ren)(ren)工(gong)(gong)成本(ben)增(zeng)(zeng)長(chang)幅度分(fen)別(bie)達到(dao)(dao)78.6%和71.25%,大(da)于(yu)國(guo)有企(qi)(qi)業(ye)(ye)(ye)(ye)(ye) 的(de)45.86%和51.04%。圖2顯示,非(fei)國(guo)有企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)近幾年加(jia)大(da)了對人(ren)(ren)工(gong)(gong)成本(ben)的(de)投入,兩者差距明顯縮小(xiao)。可(ke)以(yi)預計,隨著(zhu)我(wo)國(guo)勞動力(li)市場(chang)“人(ren)(ren)口紅(hong)利”的(de)結束 和老齡化社會(hui)(hui)的(de)到(dao)(dao)來,鋼(gang)鐵(tie)行(xing)業(ye)(ye)(ye)(ye)(ye)國(guo)有企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)與非(fei)國(guo)有企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)目前對高端(duan)人(ren)(ren)才的(de)競爭會(hui)(hui)蔓延到(dao)(dao)各個(ge)(ge)崗位。兩類企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)人(ren)(ren)均(jun)(jun)人(ren)(ren)工(gong)(gong)成本(ben)、人(ren)(ren)均(jun)(jun)工(gong)(gong)資總(zong)額差距的(de)縮小(xiao),也與非(fei)國(guo)有企(qi)(qi) 業(ye)(ye)(ye)(ye)(ye)效益明顯高于(yu)國(guo)有企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)相關。
2014年(nian)(nian),非國有企業(ye)社(she)保(bao)費用繼(ji)續明顯增(zeng)加(jia),增(zeng)幅達(da)10.34%,占人(ren)工(gong)(gong)成本的(de)(de)比例已從 2008年(nian)(nian)的(de)(de)12.21%提高(gao)到2014年(nian)(nian)的(de)(de)14.26%。近幾年(nian)(nian),非國有企業(ye)在社(she)保(bao)上的(de)(de)投入增(zeng)長較快,原因有兩(liang)個:一是國家勞(lao)動監察部(bu)門加(jia)大了(le)對社(she)保(bao)繳 納(na)(na)(na)的(de)(de)檢(jian)查力度,二是社(she)會逐步營造了(le)依法繳納(na)(na)(na)社(she)保(bao)的(de)(de)良好環境。與(yu)2008年(nian)(nian)相比,無(wu)論是企業(ye)還是員工(gong)(gong),依法繳納(na)(na)(na)社(she)保(bao)的(de)(de)觀念明顯加(jia)強。但(dan)從數(shu)據(ju)看,非國有企業(ye) 仍存在社(she)保(bao)繳納(na)(na)(na)比例不足的(de)(de)問題。
國(guo)(guo)(guo)(guo)(guo)有(you)(you)(you)企(qi)(qi)業在(zai)(zai)工資(zi)(zi)方(fang)面(mian)的(de)投(tou)(tou)入比例(li)較小,而在(zai)(zai)福利(li)方(fang)面(mian)的(de)投(tou)(tou)入較大(da),2013年人(ren)(ren)均福利(li)仍是(shi)非國(guo)(guo)(guo)(guo)(guo)有(you)(you)(you)企(qi)(qi) 業的(de)2倍以上(shang),住(zhu)房費(fei)用是(shi)非國(guo)(guo)(guo)(guo)(guo)有(you)(you)(you)企(qi)(qi)業的(de)4倍以上(shang)。但2014年,非國(guo)(guo)(guo)(guo)(guo)有(you)(you)(you)企(qi)(qi)業適當加(jia)大(da)了(le)(le)在(zai)(zai)福利(li)費(fei)用方(fang)面(mian)的(de)投(tou)(tou)入。數(shu)據顯示,一方(fang)面(mian),兩類企(qi)(qi)業在(zai)(zai)人(ren)(ren)工成本投(tou)(tou)入方(fang) 面(mian)的(de)理念不同,國(guo)(guo)(guo)(guo)(guo)有(you)(you)(you)企(qi)(qi)業相對(dui)重(zhong)視福利(li)投(tou)(tou)入,而非國(guo)(guo)(guo)(guo)(guo)有(you)(you)(you)企(qi)(qi)業重(zhong)視工資(zi)(zi)投(tou)(tou)入;另一方(fang)面(mian),非國(guo)(guo)(guo)(guo)(guo)有(you)(you)(you)企(qi)(qi)業為吸(xi)引人(ren)(ren)才,加(jia)大(da)了(le)(le)對(dui)非工資(zi)(zi)投(tou)(tou)入。
