
9月19日,北海市人(ren)民政府辦公室發布關于印(yin)發《北海市空氣質(zhi)量持(chi)續改善行動實施方案》的通知(zhi)。
內容(rong)指出,有(you)序(xu)淘汰煤(mei)電(dian)落后產(chan)能(neng),分類(lei)處置(zhi)符合淘汰關停條件和服役期滿的煤(mei)電(dian)機組(zu)。新增(zeng)煤(mei)電(dian)機組(zu)煤(mei)耗(hao)(hao)標準(zhun)達(da)到國(guo)際先(xian)進水平,持(chi)續推動供電(dian)煤(mei)耗(hao)(hao)在300克標準(zhun)煤(mei)/千瓦時以上(shang)具(ju)備(bei)條件的煤(mei)電(dian)機組(zu)開展超低(di)排(pai)放(fang)和節能(neng)升級改造。嚴格規范燃煤(mei)自備(bei)電(dian)廠運行(xing)管理,除國(guo)家政策允許(xu)的領(ling)域外,原(yuan)則上(shang)不再新增(zeng)自備(bei)燃煤(mei)機組(zu),支(zhi)持(chi)自備(bei)燃煤(mei)機組(zu)實施清(qing)潔能(neng)源(yuan)替代(dai)。對支(zhi)撐(cheng)電(dian)力穩定(ding)供應、電(dian)網安全運行(xing)、清(qing)潔能(neng)源(yuan)大(da)規模并網消納的煤(mei)電(dian)項目及(ji)其(qi)用煤(mei)量應予以合理保障。

北海市空(kong)氣質量持續改善(shan)行動實施方案
為貫徹(che)落實(shi)《國務院關(guan)(guan)于印發(fa)(fa)〈空氣(qi)質量(liang)持續(xu)(xu)改善(shan)行動計劃(hua)〉的(de)(de)通(tong)知》(國發(fa)(fa)〔2023〕24號)、《廣(guang)西壯族自治區(qu)人民政(zheng)府關(guan)(guan)于印發(fa)(fa)〈廣(guang)西空氣(qi)質量(liang)持續(xu)(xu)改善(shan)行動實(shi)施方案〉的(de)(de)通(tong)知》(桂政(zheng)發(fa)(fa)〔2024〕19號)的(de)(de)工作部署要求,持續(xu)(xu)深(shen)入打好藍天保衛戰,切實(shi)保障人民群眾(zhong)身體(ti)健康,以空氣(qi)質量(liang)持續(xu)(xu)改善(shan)推動經濟高質量(liang)發(fa)(fa)展,結合北(bei)海市(shi)實(shi)際,制定(ding)本方案。
一、總體要求
以習近平(ping)新時(shi)代中(zhong)(zhong)國特色社會主義(yi)思(si)想為(wei)指(zhi)導,全面(mian)貫徹黨的二十大(da)精(jing)神,深入踐行習近平(ping)生(sheng)態文明思(si)想,學習貫徹習近平(ping)總(zong)書記關于廣西工(gong)作論述(shu)的重(zhong)要(yao)要(yao)求,貫徹落(luo)實(shi)全國、全區和全市生(sheng)態環(huan)境保(bao)護大(da)會部署,堅(jian)持穩中(zhong)(zhong)求進工(gong)作總(zong)基調,協同(tong)推(tui)進降(jiang)碳(tan)、減污、擴綠、增長(chang),以改善空氣(qi)質量(liang)為(wei)核心,以減少重(zhong)污染(ran)天(tian)氣(qi)和解決人民群(qun)眾身邊的突出(chu)大(da)氣(qi)環(huan)境問(wen)題為(wei)重(zhong)點(dian),以降(jiang)低細顆粒物(PM2.5)濃(nong)度為(wei)主線(xian),協同(tong)控制臭氧(O3)污染(ran),大(da)力(li)推(tui)動(dong)氮氧化物(NOx)和揮發性有機物(VOCs)減排;開(kai)展區域協同(tong)治理,突出(chu)精(jing)準、科學、依(yi)法治污,完善大(da)氣(qi)環(huan)境管理體系,提升污染(ran)防(fang)治能力(li);統(tong)籌推(tui)動(dong)產(chan)業、能源(yuan)、交通綠色低碳(tan)轉型,強化面(mian)源(yuan)污染(ran)治理,加(jia)強源(yuan)頭防(fang)控,加(jia)快形成綠色低碳(tan)生(sheng)產(chan)生(sheng)活方式(shi),實(shi)現環(huan)境效(xiao)益、經濟效(xiao)益和社會效(xiao)益多贏。
二、工作目標
(一)空(kong)氣(qi)(qi)質(zhi)量目(mu)標(biao)。2024年(nian)(nian),全(quan)市空(kong)氣(qi)(qi)質(zhi)量優(you)良(liang)(liang)天(tian)數(shu)比率(lv)不低(di)于96.9%,PM2.5濃(nong)度(du)(du)(du)不高于25.2微克(ke)/立方米,中度(du)(du)(du)及(ji)以上污(wu)染天(tian)數(shu)為0天(tian)。2025年(nian)(nian),全(quan)市空(kong)氣(qi)(qi)質(zhi)量優(you)良(liang)(liang)天(tian)數(shu)比率(lv)不低(di)于97.0%,PM2.5濃(nong)度(du)(du)(du)不高于24.5微克(ke)/立方米,中度(du)(du)(du)及(ji)以上污(wu)染天(tian)數(shu)為0天(tian)。各縣(xian)區空(kong)氣(qi)(qi)質(zhi)量優(you)良(liang)(liang)天(tian)數(shu)比率(lv)、PM2.5濃(nong)度(du)(du)(du)和中度(du)(du)(du)及(ji)以上污(wu)染天(tian)數(shu)目(mu)標(biao)見附件。
(二)主要污染物減排目(mu)標。完成2024年和2025年自(zi)治區下達的揮發性(xing)有機(ji)物(VOCs)、氮氧(yang)化物(NOx)重點工程累計(ji)減排任務(wu)。
三、重點工作任務
(一)深入推進產業結構優化調整
1.堅(jian)決遏(e)制(zhi)高(gao)耗(hao)能(neng)(neng)(neng)、高(gao)排放(fang)、低水平項(xiang)(xiang)目(mu)(mu)盲(mang)目(mu)(mu)上馬。嚴(yan)(yan)把“兩高(gao)一低”項(xiang)(xiang)目(mu)(mu)準(zhun)入關(guan)口,新建(jian)(jian)、改(gai)建(jian)(jian)、擴(kuo)建(jian)(jian)項(xiang)(xiang)目(mu)(mu)嚴(yan)(yan)格落(luo)實國家、自(zi)治區(qu)(qu)(qu)和北海市產(chan)(chan)業規劃、產(chan)(chan)業政(zheng)策、生(sheng)態環(huan)(huan)境(jing)(jing)分區(qu)(qu)(qu)管(guan)控方(fang)案(an)、規劃環(huan)(huan)評(ping)、項(xiang)(xiang)目(mu)(mu)環(huan)(huan)評(ping)、節能(neng)(neng)(neng)審查、產(chan)(chan)能(neng)(neng)(neng)置(zhi)換(huan)、重點污(wu)染物總(zong)量(liang)控制(zhi)、主要(yao)(yao)污(wu)染物排放(fang)區(qu)(qu)(qu)域削減(jian)、碳(tan)排放(fang)達峰目(mu)(mu)標(biao)等相關(guan)要(yao)(yao)求,原(yuan)則上采用清潔(jie)運輸方(fang)式(shi)。涉及(ji)產(chan)(chan)能(neng)(neng)(neng)置(zhi)換(huan)的項(xiang)(xiang)目(mu)(mu),被(bei)置(zhi)換(huan)產(chan)(chan)能(neng)(neng)(neng)及(ji)其配(pei)套設施關(guan)停后(hou),新建(jian)(jian)項(xiang)(xiang)目(mu)(mu)方(fang)可(ke)投產(chan)(chan)。嚴(yan)(yan)格執行“兩高(gao)”項(xiang)(xiang)目(mu)(mu)清單管(guan)理,動(dong)態監管(guan)存量(liang)、在建(jian)(jian)、擬建(jian)(jian)項(xiang)(xiang)目(mu)(mu)。(牽頭單位:市發展(zhan)改(gai)革委(wei)、工業和信息化局(ju)(ju)(ju)、行政(zheng)審批局(ju)(ju)(ju)、生(sheng)態環(huan)(huan)境(jing)(jing)局(ju)(ju)(ju)按職責(ze)分工負(fu)責(ze)。配(pei)合單位:市自(zi)然(ran)資源局(ju)(ju)(ju)、市場監管(guan)局(ju)(ju)(ju)。各(ge)(ge)縣(xian)區(qu)(qu)(qu)人(ren)(ren)民政(zheng)府、各(ge)(ge)園區(qu)(qu)(qu)管(guan)委(wei)會(hui)(hui)負(fu)責(ze)落(luo)實。以下(xia)均需(xu)各(ge)(ge)縣(xian)區(qu)(qu)(qu)人(ren)(ren)民政(zheng)府、各(ge)(ge)園區(qu)(qu)(qu)管(guan)委(wei)會(hui)(hui)落(luo)實,不再列出。)
嚴格執(zhi)行鋼鐵(tie)(tie)、電(dian)解鋁等新建項目(mu)產能置換要求(qiu),不得以機(ji)械加工、鑄造(zao)、鐵(tie)(tie)合(he)金(jin)名義新增鋼鐵(tie)(tie)產能,鼓勵鋼鐵(tie)(tie)冶煉項目(mu)依托現有生產基地聚集發展。推(tui)行鋼鐵(tie)(tie)、焦(jiao)(jiao)化(hua)(hua)、燒(shao)結一(yi)體化(hua)(hua)布局(ju),減少獨立焦(jiao)(jiao)化(hua)(hua)、燒(shao)結、球(qiu)團和熱(re)軋企業(ye)及(ji)工序;淘汰落后(hou)煤炭(tan)洗選(xuan)產能;推(tui)廣(guang)高(gao)(gao)效(xiao)精餾系(xi)統(tong)、高(gao)(gao)溫高(gao)(gao)壓干(gan)熄焦(jiao)(jiao)、富(fu)氧(yang)強化(hua)(hua)熔(rong)煉等節(jie)能技術。有序引導高(gao)(gao)爐—轉(zhuan)爐長流(liu)程煉鋼轉(zhuan)型(xing)為(wei)電(dian)爐短流(liu)程煉鋼。(牽頭單位:市工業(ye)和信息化(hua)(hua)局(ju)、發展改革委、生態環境(jing)局(ju)按職責分工負(fu)責。)
2.加快淘(tao)汰(tai)(tai)重點行業(ye)落后工藝(yi)和裝備(bei)。根據《產業(ye)結構調整(zheng)指導目錄(2024年本)》的要求(qiu),大力推進綠色產品、低碳產品認(ren)證(zheng),加快淘(tao)汰(tai)(tai)已納入淘(tao)汰(tai)(tai)類(lei)名單(dan)中的工藝(yi)和裝備(bei),依(yi)法依(yi)規淘(tao)汰(tai)(tai)落后產能。到2025年,淘(tao)汰(tai)(tai)10蒸噸(dun)/小時(shi)(shi)及以(yi)(yi)下(xia)(xia)(xia)燃煤鍋爐和2蒸噸(dun)/小時(shi)(shi)及以(yi)(yi)下(xia)(xia)(xia)生物質鍋爐;淘(tao)汰(tai)(tai)6300千伏安(an)及以(yi)(yi)下(xia)(xia)(xia)鐵合(he)金礦熱電爐;逐(zhu)步淘(tao)汰(tai)(tai)2000噸(dun)/日(ri)(不含)以(yi)(yi)下(xia)(xia)(xia)新(xin)型(xing)干法水泥熟料生產線(特種水泥生產線除外)、60萬噸(dun)/年(不含)以(yi)(yi)下(xia)(xia)(xia)水泥粉磨(mo)站。(牽頭單(dan)位(wei):市(shi)工業(ye)和信息化局(ju)、發(fa)展(zhan)改(gai)革(ge)委、市(shi)場(chang)監(jian)管(guan)局(ju)、生態環境局(ju)、行政審(shen)批局(ju)按職責(ze)分工負責(ze)。)
3.推進傳統產(chan)業(ye)集(ji)群規(gui)范發展。以北(bei)海經濟技術開(kai)發區(qu)、鐵(tie)山(shan)港(臨海)工(gong)業(ye)區(qu)、北(bei)海綜(zong)合保稅區(qu)、廣西合浦工(gong)業(ye)園區(qu)為重點,針對石化化工(gong)、電子(zi)、紡織(zhi)印(yin)染(ran)、包裝(zhuang)印(yin)刷、家具、人造板、橡膠制(zhi)品、塑料制(zhi)品、磚瓦、機(ji)械(xie)噴漆(qi)加(jia)工(gong)等(deng)現有產(chan)業(ye)集(ji)群,從生產(chan)工(gong)藝(yi)、產(chan)品質量、產(chan)能規(gui)模、能耗(hao)水平、燃料類型、原輔材(cai)料替(ti)代(dai)、污染(ran)排(pai)放(fang)種類及(ji)特點、污染(ran)治(zhi)理水平及(ji)要(yao)求和(he)區(qu)域環(huan)境(jing)(jing)綜(zong)合整治(zhi)等(deng)方面開(kai)展整治(zhi)。排(pai)放(fang)烯烴、芳香烴、醛類等(deng)為主要(yao)污染(ran)物的企業(ye)要(yao)持(chi)續(xu)(xu)優化“一(yi)企一(yi)策”治(zhi)理方案。要(yao)實施拉單(dan)掛賬式管(guan)理,依(yi)法依(yi)規(gui)淘汰關停一(yi)批、搬(ban)遷入園一(yi)批、就地(di)改造一(yi)批、做優做強一(yi)批。持(chi)續(xu)(xu)完善動態管(guan)理機(ji)制(zhi),嚴防“散(san)亂污”企業(ye)反彈。(牽頭單(dan)位(wei):市生態環(huan)境(jing)(jing)局、工(gong)業(ye)和(he)信(xin)息化局、發展改革委(wei)按職責(ze)(ze)分工(gong)負責(ze)(ze)。)
4.優化含(han)(han)(han)(han)VOCs原(yuan)輔材(cai)料(liao)(liao)(liao)和(he)(he)產(chan)(chan)品(pin)(pin)(pin)結構。嚴(yan)格控制(zhi)生(sheng)產(chan)(chan)和(he)(he)使(shi)(shi)用(yong)(yong)高(gao)(gao)VOCs含(han)(han)(han)(han)量(liang)(liang)涂料(liao)(liao)(liao)、油(you)墨、膠粘劑(ji)(ji)(ji)、清(qing)洗(xi)劑(ji)(ji)(ji)等建設(she)(she)項(xiang)目,提高(gao)(gao)低(di)(di)(di)(無)VOCs含(han)(han)(han)(han)量(liang)(liang)產(chan)(chan)品(pin)(pin)(pin)比重。實施源頭替(ti)代工程,加大工業(ye)涂裝(zhuang)(zhuang)、包裝(zhuang)(zhuang)印刷(shua)和(he)(he)電子行(xing)業(ye)低(di)(di)(di)(無)VOCs含(han)(han)(han)(han)量(liang)(liang)原(yuan)輔材(cai)料(liao)(liao)(liao)替(ti)代力度。各縣區、園區研究(jiu)制(zhi)定(ding)并組織(zhi)實施本轄區涉VOCs企(qi)(qi)業(ye)低(di)(di)(di)VOCs原(yuan)輔材(cai)料(liao)(liao)(liao)源頭替(ti)代實施計劃。鼓勵(li)新建、改建、擴(kuo)建的(de)出版物(wu)印刷(shua)類項(xiang)目使(shi)(shi)用(yong)(yong)低(di)(di)(di)VOCs含(han)(han)(han)(han)量(liang)(liang)的(de)油(you)墨;室(shi)外構筑物(wu)防護和(he)(he)城市道路交通標(biao)志推廣(guang)使(shi)(shi)用(yong)(yong)低(di)(di)(di)(無)VOCs含(han)(han)(han)(han)量(liang)(liang)涂料(liao)(liao)(liao)。在生(sheng)產(chan)(chan)、銷(xiao)售(shou)、進口、使(shi)(shi)用(yong)(yong)等環節嚴(yan)格執行(xing)VOCs含(han)(han)(han)(han)量(liang)(liang)限(xian)值標(biao)準(zhun)。涂料(liao)(liao)(liao)、油(you)墨、膠粘劑(ji)(ji)(ji)、清(qing)洗(xi)劑(ji)(ji)(ji)等生(sheng)產(chan)(chan)企(qi)(qi)業(ye)在產(chan)(chan)品(pin)(pin)(pin)出廠(chang)時(shi)應配(pei)有(you)(you)產(chan)(chan)品(pin)(pin)(pin)標(biao)簽,注明產(chan)(chan)品(pin)(pin)(pin)名稱、使(shi)(shi)用(yong)(yong)領域、施工配(pei)比以及(ji)VOCs含(han)(han)(han)(han)量(liang)(liang)等信息(xi)(xi),提供載有(you)(you)詳細技(ji)(ji)術(shu)(shu)信息(xi)(xi)的(de)產(chan)(chan)品(pin)(pin)(pin)技(ji)(ji)術(shu)(shu)說明書或者產(chan)(chan)品(pin)(pin)(pin)安(an)全數據表(biao)。使(shi)(shi)用(yong)(yong)含(han)(han)(han)(han)VOCs原(yuan)輔材(cai)料(liao)(liao)(liao)的(de)工業(ye)企(qi)(qi)業(ye)應及(ji)時(shi)建立(li)臺(tai)賬,記錄含(han)(han)(han)(han)VOCs原(yuan)輔材(cai)料(liao)(liao)(liao)的(de)名稱及(ji)其(qi)VOCs含(han)(han)(han)(han)量(liang)(liang)、采購量(liang)(liang)、使(shi)(shi)用(yong)(yong)量(liang)(liang)、庫存量(liang)(liang)、回收(shou)方(fang)式及(ji)回收(shou)量(liang)(liang),并至少保存三年。工業(ye)企(qi)(qi)業(ye)采用(yong)(yong)符合《低(di)(di)(di)揮發性(xing)有(you)(you)機化合物(wu)含(han)(han)(han)(han)量(liang)(liang)涂料(liao)(liao)(liao)產(chan)(chan)品(pin)(pin)(pin)技(ji)(ji)術(shu)(shu)要(yao)求》(GB/T 38597-2020)規(gui)定(ding)的(de)有(you)(you)關(guan)低(di)(di)(di)VOCs含(han)(han)(han)(han)量(liang)(liang)產(chan)(chan)品(pin)(pin)(pin)規(gui)定(ding)的(de)涂料(liao)(liao)(liao)、油(you)墨、清(qing)洗(xi)劑(ji)(ji)(ji)、膠粘劑(ji)(ji)(ji)等,排(pai)放(fang)濃(nong)度穩定(ding)達標(biao)且排(pai)放(fang)速率滿足《揮發性(xing)有(you)(you)機物(wu)無組織(zhi)排(pai)放(fang)控制(zhi)標(biao)準(zhun)》(GB 37822—2019)或相(xiang)關(guan)行(xing)業(ye)標(biao)準(zhun)規(gui)范相(xiang)關(guan)規(gui)定(ding)的(de),相(xiang)應生(sheng)產(chan)(chan)工序(xu)可(ke)不要(yao)求建設(she)(she)末端治理(li)設(she)(she)施。使(shi)(shi)用(yong)(yong)的(de)原(yuan)輔材(cai)料(liao)(liao)(liao)VOCs含(han)(han)(han)(han)量(liang)(liang)(質量(liang)(liang)比)均(jun)低(di)(di)(di)于10%的(de)工序(xu),可(ke)不要(yao)求采取無組織(zhi)排(pai)放(fang)收(shou)集和(he)(he)處理(li)措施。(牽頭單位(wei):市生(sheng)態環境局、工業(ye)和(he)(he)信息(xi)(xi)化局、市場監管(guan)局、住房城鄉建設(she)(she)局、市政管(guan)理(li)局、公安(an)局、行(xing)政審批局,北海海關(guan)按職責分工負責。)
5.推(tui)動綠(lv)(lv)色(se)環(huan)保產(chan)業(ye)(ye)健(jian)康發展。加(jia)大(da)政策支持力(li)度(du),在低(無)VOCs含量原輔材料生(sheng)(sheng)產(chan)和(he)(he)使用(yong)、VOCs污染治理、超(chao)低排(pai)放、環(huan)境(jing)和(he)(he)大(da)氣成(cheng)分(fen)監(jian)測等領(ling)域,支持培育(yu)一批核心競爭力(li)強的(de)節能(neng)環(huan)保龍頭企(qi)業(ye)(ye),支持企(qi)業(ye)(ye)技術創(chuang)新能(neng)力(li)建設,推(tui)動產(chan)業(ye)(ye)擴規增容、提質增效、集聚發展,壯大(da)綠(lv)(lv)色(se)產(chan)業(ye)(ye)規模。多措并舉治理環(huan)保領(ling)域低價低質中標亂象,營(ying)造公平競爭環(huan)境(jing),推(tui)動產(chan)業(ye)(ye)健(jian)康有序發展。(牽頭單(dan)位:市生(sheng)(sheng)態(tai)環(huan)境(jing)局(ju)(ju)、發展改革委、工業(ye)(ye)和(he)(he)信息(xi)化局(ju)(ju)、科技局(ju)(ju)按(an)職(zhi)責(ze)分(fen)工負責(ze)。配合(he)單(dan)位:市市場監(jian)管局(ju)(ju)。)
(二)大力推進能源結構優化調整
1.大力發(fa)展新(xin)能(neng)(neng)(neng)源(yuan)(yuan)和清(qing)潔能(neng)(neng)(neng)源(yuan)(yuan)。加快推進(jin)光伏發(fa)電(dian)(dian)、海上風電(dian)(dian)、陸上風電(dian)(dian)項目建(jian)設,深度開發(fa)水電(dian)(dian),有(you)序推進(jin)生物(wu)質能(neng)(neng)(neng)多元化(hua)利用(yong)(yong),探索氫能(neng)(neng)(neng)等新(xin)型能(neng)(neng)(neng)源(yuan)(yuan)開發(fa)利用(yong)(yong)。壯大新(xin)能(neng)(neng)(neng)源(yuan)(yuan)及清(qing)潔能(neng)(neng)(neng)源(yuan)(yuan)產業,推進(jin)能(neng)(neng)(neng)源(yuan)(yuan)清(qing)潔高效利用(yong)(yong)。推動(dong)非化(hua)石能(neng)(neng)(neng)源(yuan)(yuan)和天(tian)然氣成為能(neng)(neng)(neng)源(yuan)(yuan)消(xiao)費(fei)增量主體。到2025年,非化(hua)石能(neng)(neng)(neng)源(yuan)(yuan)消(xiao)費(fei)比重達23%以(yi)上。提(ti)高天(tian)然氣儲(chu)備和調節能(neng)(neng)(neng)力,完善(shan)天(tian)然氣合(he)同保(bao)供(gong)機(ji)制,保(bao)障(zhang)市(shi)場供(gong)需平衡,新(xin)增天(tian)然氣優先保(bao)障(zhang)居民生活需求。(牽頭單位(wei):市(shi)發(fa)展改革委、市(shi)政管理局(ju)(ju)按職責分工(gong)(gong)負責。配合(he)單位(wei):市(shi)工(gong)(gong)業和信(xin)息(xi)化(hua)局(ju)(ju)、生態環境局(ju)(ju)、住房城鄉建(jian)設局(ju)(ju)、農業農村局(ju)(ju)。)

1.深(shen)化(hua)揚塵(chen)污(wu)染(ran)綜合治(zhi)(zhi)理(li)(li)。推廣(guang)使用(yong)自動(dong)沖洗、霧炮等揚塵(chen)防控技術,積極創(chuang)建(jian)(jian)(jian)綠(lv)色工(gong)(gong)(gong)(gong)地(di)(di),實(shi)施(shi)(shi)施(shi)(shi)工(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)地(di)(di)周邊圍(wei)(wei)擋率(lv)(lv)(lv)、物(wu)料堆放覆蓋率(lv)(lv)(lv)、出入車(che)輛(liang)沖洗率(lv)(lv)(lv)、施(shi)(shi)工(gong)(gong)(gong)(gong)現場(chang)地(di)(di)面(mian)硬化(hua)率(lv)(lv)(lv)、拆遷工(gong)(gong)(gong)(gong)地(di)(di)濕法作業率(lv)(lv)(lv)、渣土(tu)車(che)輛(liang)密閉運(yun)輸率(lv)(lv)(lv)“六(liu)個百(bai)分(fen)百(bai)”長(chang)效機制。建(jian)(jian)(jian)立房(fang)建(jian)(jian)(jian)和市(shi)(shi)政(zheng)工(gong)(gong)(gong)(gong)程施(shi)(shi)工(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)地(di)(di)動(dong)態管(guan)理(li)(li)清(qing)(qing)單(dan),全市(shi)(shi)所有(you)符合納(na)入智(zhi)慧工(gong)(gong)(gong)(gong)地(di)(di)范圍(wei)(wei)的(de)項目須全部(bu)納(na)入“智(zhi)慧工(gong)(gong)(gong)(gong)地(di)(di)”平(ping)臺,鼓勵5000平(ping)方米及以上(shang)建(jian)(jian)(jian)筑(zhu)(zhu)工(gong)(gong)(gong)(gong)地(di)(di)安裝(zhuang)(zhuang)視頻監(jian)控并接入監(jian)管(guan)平(ping)臺,加強工(gong)(gong)(gong)(gong)地(di)(di)揚塵(chen)在(zai)線監(jian)控設(she)備(bei)監(jian)管(guan)。將防治(zhi)(zhi)揚塵(chen)污(wu)染(ran)費用(yong)納(na)入工(gong)(gong)(gong)(gong)程造(zao)價。全面(mian)發展裝(zhuang)(zhuang)配(pei)(pei)式建(jian)(jian)(jian)筑(zhu)(zhu),推廣(guang)智(zhi)能建(jian)(jian)(jian)造(zao)設(she)備(bei)在(zai)裝(zhuang)(zhuang)配(pei)(pei)式生產線應用(yong),形(xing)成(cheng)生產體系(xi)完(wan)備(bei)的(de)裝(zhuang)(zhuang)配(pei)(pei)式建(jian)(jian)(jian)筑(zhu)(zhu)產業鏈(lian),逐步提升(sheng)裝(zhuang)(zhuang)配(pei)(pei)式建(jian)(jian)(jian)筑(zhu)(zhu)占新建(jian)(jian)(jian)建(jian)(jian)(jian)筑(zhu)(zhu)面(mian)積比例(li)。根據實(shi)際工(gong)(gong)(gong)(gong)作需求增加道(dao)路(lu)機械化(hua)清(qing)(qing)掃車(che)、霧炮車(che)、吸塵(chen)車(che)、灑水(shui)車(che)等環(huan)衛(wei)設(she)備(bei),提高道(dao)路(lu)機械化(hua)清(qing)(qing)掃率(lv)(lv)(lv),到2025年,城(cheng)市(shi)(shi)建(jian)(jian)(jian)成(cheng)區(qu)道(dao)路(lu)機械化(hua)清(qing)(qing)掃率(lv)(lv)(lv)達(da)80%左右,縣(xian)城(cheng)達(da)70%左右。對城(cheng)市(shi)(shi)公(gong)共裸(luo)地(di)(di)進行排查建(jian)(jian)(jian)檔(dang)并采取防塵(chen)措施(shi)(shi)。大型煤(mei)炭、礦石等干散貨碼(ma)頭物(wu)料堆場(chang)基本完(wan)成(cheng)抑塵(chen)設(she)施(shi)(shi)建(jian)(jian)(jian)設(she)和物(wu)料輸送系(xi)統封閉改造(zao)。(牽(qian)頭單(dan)位:市(shi)(shi)住房(fang)城(cheng)鄉建(jian)(jian)(jian)設(she)局(ju)、市(shi)(shi)政(zheng)管(guan)理(li)(li)局(ju),自治(zhi)(zhi)區(qu)北部(bu)灣港(gang)口管(guan)理(li)(li)局(ju)北海(hai)分(fen)局(ju),各(ge)縣(xian)區(qu)人(ren)民(min)政(zheng)府按職責(ze)分(fen)工(gong)(gong)(gong)(gong)負責(ze)。配(pei)(pei)合單(dan)位:市(shi)(shi)生態環(huan)境局(ju)、交(jiao)通運(yun)輸局(ju),北部(bu)灣港(gang)北海(hai)碼(ma)頭有(you)限公(gong)司。)
2.推(tui)進礦(kuang)(kuang)山生(sheng)態(tai)環境綜合整(zheng)治(zhi)。新(xin)建礦(kuang)(kuang)山原則上采用清潔運輸方式。對(dui)全市露(lu)天(tian)采石(shi)場的石(shi)料開采、破碎、轉(zhuan)運等過(guo)程粉塵(chen)污染實行有效管控(kong),確保除塵(chen)抑(yi)塵(chen)措施落(luo)實到位。對(dui)污染治(zhi)理(li)(li)不規范的露(lu)天(tian)礦(kuang)(kuang)山,依(yi)法責令停產(chan)整(zheng)治(zhi),整(zheng)治(zhi)完成并經驗(yan)收合格后方可恢復生(sheng)產(chan);對(dui)限期整(zheng)改不達(da)標的礦(kuang)(kuang)山,根據(ju)安(an)全生(sheng)產(chan)、水(shui)土(tu)保持、生(sheng)態(tai)環境等要(yao)求依(yi)法關閉。(牽頭單(dan)位:市自然(ran)資(zi)源局(ju)(ju)、生(sheng)態(tai)環境局(ju)(ju)按職責分工負責。配合單(dan)位:市水(shui)利局(ju)(ju)、應(ying)急管理(li)(li)局(ju)(ju)。)
3.加強(qiang)秸(jie)稈綜合(he)利(li)(li)用(yong)和禁(jin)燒(shao)。提高秸(jie)稈還(huan)田(tian)標準化(hua)、規(gui)范化(hua)水(shui)平。健全秸(jie)稈收儲運服務體系,提升產(chan)業化(hua)能(neng)(neng)力,提高離(li)田(tian)效能(neng)(neng)。到2025年,全市(shi)農(nong)作物秸(jie)稈綜合(he)利(li)(li)用(yong)率維持在86%以上。持續完(wan)善糖企包干處(chu)理蔗(zhe)葉(xie)(xie)模(mo)式(shi)。加快(kuai)培(pei)育(yu)、引進(jin)蔗(zhe)葉(xie)(xie)離(li)田(tian)利(li)(li)用(yong)主體,推廣分布式(shi)機(ji)收等高效模(mo)式(shi),加快(kuai)分步式(shi)甘(gan)蔗(zhe)剝葉(xie)(xie)試點建設(she)。到2025年,全市(shi)蔗(zhe)葉(xie)(xie)離(li)田(tian)利(li)(li)用(yong)率達(da)到50%以上,其中禁(jin)燒(shao)區蔗(zhe)葉(xie)(xie)離(li)田(tian)利(li)(li)用(yong)率達(da)到65%以上。(牽頭單(dan)位:市(shi)農(nong)業農(nong)村局、工業和信(xin)息化(hua)局按職責分工負責。配合(he)單(dan)位:市(shi)科技(ji)局、生態環(huan)境(jing)局,各(ge)制糖企業,各(ge)秸(jie)稈綜合(he)利(li)(li)用(yong)企業。)
結(jie)合(he)實際對秸(jie)(jie)稈(gan)(gan)(gan)禁(jin)燒(shao)(shao)區和限燒(shao)(shao)區范圍(wei)進行優(you)化調整。禁(jin)燒(shao)(shao)區禁(jin)止露天(tian)焚(fen)燒(shao)(shao)秸(jie)(jie)稈(gan)(gan)(gan)。綜合(he)運用(yong)(yong)衛(wei)星遙感、高清(qing)視(shi)頻監(jian)(jian)控、無人(ren)機等(deng)手段,提高秸(jie)(jie)稈(gan)(gan)(gan)焚(fen)燒(shao)(shao)火點(dian)(dian)監(jian)(jian)測精準度。進一步完(wan)善(shan)市(shi)(shi)、縣、鄉(xiang)(鎮)、村(cun)四(si)級網(wang)格(ge)化禁(jin)燒(shao)(shao)監(jian)(jian)管模式(shi),充分發揮基層組織作(zuo)用(yong)(yong),以福成鎮、平陽(yang)鎮、營(ying)盤鎮、興港(gang)鎮、南康鎮、廉州鎮等(deng)禁(jin)燒(shao)(shao)鄉(xiang)鎮為重點(dian)(dian),開展秋收春耕、甘蔗榨季、污(wu)染天(tian)氣應急響(xiang)應期間(jian)等(deng)重點(dian)(dian)時(shi)段及春節、元宵、清(qing)明及“壯族三(san)月三(san)”等(deng)重點(dian)(dian)節假(jia)日(ri)秸(jie)(jie)稈(gan)(gan)(gan)禁(jin)燒(shao)(shao)專(zhuan)項(xiang)巡(xun)查,嚴厲打擊并依法處罰露天(tian)焚(fen)燒(shao)(shao)秸(jie)(jie)稈(gan)(gan)(gan)等(deng)違(wei)法行為,處罰結(jie)果(guo)及時(shi)向社會(hui)公(gong)開,形成執法威懾力。市(shi)(shi)、縣、鄉(xiang)、村(cun)各級要充分發揮輿論(lun)引導作(zuo)用(yong)(yong),通過電視(shi)廣播、新媒體、橫(heng)幅標語、傳單條幅、流(liu)動宣(xuan)傳車(che)、村(cun)口大喇叭等(deng)形式(shi)持續(xu)開展秸(jie)(jie)稈(gan)(gan)(gan)禁(jin)燒(shao)(shao)宣(xuan)傳教(jiao)育(yu),營(ying)造濃厚(hou)禁(jin)燒(shao)(shao)氛圍(wei)。到2025年,實現視(shi)頻監(jian)(jian)控火點(dian)(dian)處理率(lv)不低于90%。(牽頭單位(wei):市(shi)(shi)生態環境局,各縣區人(ren)民(min)政(zheng)府,潿(wei)洲(zhou)島旅游區管委會(hui)。)
4.持續強(qiang)化(hua)煙花(hua)(hua)(hua)(hua)爆(bao)(bao)(bao)竹禁(jin)燃(ran)限放(fang)管控(kong)。嚴格按(an)(an)照《北(bei)海(hai)(hai)市人民政府關(guan)于禁(jin)燃(ran)限放(fang)煙花(hua)(hua)(hua)(hua)爆(bao)(bao)(bao)竹的(de)(de)通告》(北(bei)政布〔2019〕5號)、《北(bei)海(hai)(hai)市人民政府辦(ban)公室關(guan)于印發北(bei)海(hai)(hai)市禁(jin)燃(ran)限放(fang)煙花(hua)(hua)(hua)(hua)爆(bao)(bao)(bao)竹工(gong)作(zuo)分(fen)工(gong)調整方案(an)的(de)(de)通知》(北(bei)政辦(ban)〔2019〕101號)要求(qiu)開展煙花(hua)(hua)(hua)(hua)爆(bao)(bao)(bao)竹禁(jin)燃(ran)限放(fang)工(gong)作(zuo),緊(jin)盯(ding)重點時段(重大(da)(da)節日及活(huo)(huo)動(dong)期間)和(he)(he)重點區(qu)域(傳統居民聚集區(qu)、廟宇(yu)、祠(ci)堂、城中村、海(hai)(hai)灘、禁(jin)放(fang)區(qu)和(he)(he)限放(fang)區(qu)交界處),嚴厲查處違(wei)規生(sheng)產(chan)、運(yun)輸、銷(xiao)售、燃(ran)放(fang)煙花(hua)(hua)(hua)(hua)爆(bao)(bao)(bao)竹行為(wei),加(jia)強(qiang)常態(tai)化(hua)巡查管控(kong),重點打擊流動(dong)非法(fa)銷(xiao)售煙花(hua)(hua)(hua)(hua)爆(bao)(bao)(bao)竹攤販和(he)(he)非法(fa)燃(ran)放(fang)行為(wei),持續提(ti)升無序聚集燃(ran)放(fang)煙花(hua)(hua)(hua)(hua)爆(bao)(bao)(bao)竹活(huo)(huo)動(dong)可能導致的(de)(de)局(ju)部空氣(qi)污染突發情況的(de)(de)應急應對能力。大(da)(da)型群眾性活(huo)(huo)動(dong)確需開展有組織煙花(hua)(hua)(hua)(hua)爆(bao)(bao)(bao)竹燃(ran)放(fang)的(de)(de)單(dan)(dan)位,按(an)(an)程序向公安部門申(shen)請(qing),做好(hao)環(huan)境空氣(qi)質量保障(zhang)應急應對工(gong)作(zuo)。(牽頭單(dan)(dan)位:市公安局(ju)、應急管理(li)局(ju)、生(sheng)態(tai)環(huan)境局(ju)、市場監管局(ju)按(an)(an)職責分(fen)工(gong)負責。)

四、保障措施
