近日(ri),國家發展(zhan)(zhan)改革委等(deng)(deng)部門關于大(da)力(li)實施可再生能(neng)(neng)(neng)(neng)源(yuan)(yuan)替(ti)代行動(dong)的指導(dao)意見,其中涉及煤(mei)(mei)(mei)炭的內容是:多(duo)元(yuan)提升電(dian)(dian)力(li)系統調(diao)節(jie)能(neng)(neng)(neng)(neng)力(li)。加強(qiang)煤(mei)(mei)(mei)電(dian)(dian)機(ji)組(zu)靈活性改造(zao)(zao),推動(dong)自備電(dian)(dian)廠主動(dong)參(can)與(yu)(yu)(yu)調(diao)峰(feng),優化煤(mei)(mei)(mei)電(dian)(dian)調(diao)度(du)方式,合(he)(he)理(li)確(que)定調(diao)度(du)順序和調(diao)峰(feng)深(shen)度(du)。研(yan)究推進(jin)大(da)型(xing)(xing)水(shui)電(dian)(dian)站(zhan)優化升級,有(you)序建(jian)設抽水(shui)蓄能(neng)(neng)(neng)(neng)電(dian)(dian)站(zhan)。加強(qiang)新型(xing)(xing)儲能(neng)(neng)(neng)(neng)技術(shu)(shu)攻(gong)關和多(duo)場(chang)景應用(yong)(yong)(yong)。推進(jin)長時儲熱(re)型(xing)(xing)發電(dian)(dian)、熱(re)電(dian)(dian)耦合(he)(he)、中高(gao)溫熱(re)利(li)用(yong)(yong)(yong)等(deng)(deng)光(guang)熱(re)應用(yong)(yong)(yong)。鼓(gu)(gu)勵生物質發電(dian)(dian)項目(mu)提供調(diao)峰(feng)等(deng)(deng)輔助服務(wu)。協同推進(jin)工(gong)業(ye)用(yong)(yong)(yong)能(neng)(neng)(neng)(neng)綠(lv)色(se)(se)低(di)碳轉型(xing)(xing)。科學引導(dao)工(gong)業(ye)向可再生能(neng)(neng)(neng)(neng)源(yuan)(yuan)富集、資源(yuan)(yuan)環境可承載地區(qu)(qu)有(you)序轉移,強(qiang)化鋼鐵(tie)、有(you)色(se)(se)、石化化工(gong)、建(jian)材、紡織、造(zao)(zao)紙(zhi)等(deng)(deng)行業(ye)與(yu)(yu)(yu)可再生能(neng)(neng)(neng)(neng)源(yuan)(yuan)耦合(he)(he)發展(zhan)(zhan)。提高(gao)短流程煉鋼占比,在冶金、鑄造(zao)(zao)、建(jian)材、日(ri)用(yong)(yong)(yong)玻(bo)璃、有(you)色(se)(se)、化工(gong)等(deng)(deng)重點行業(ye)推廣電(dian)(dian)鍋爐(lu)、電(dian)(dian)窯爐(lu)、電(dian)(dian)加熱(re)等(deng)(deng)技術(shu)(shu)。在工(gong)業(ye)園區(qu)(qu)、大(da)型(xing)(xing)生產(chan)企業(ye)等(deng)(deng)周(zhou)邊地區(qu)(qu)開(kai)(kai)展(zhan)(zhan)新能(neng)(neng)(neng)(neng)源(yuan)(yuan)源(yuan)(yuan)網荷(he)儲一體化項目(mu),推動(dong)工(gong)業(ye)綠(lv)色(se)(se)微電(dian)(dian)網建(jian)設應用(yong)(yong)(yong)、綠(lv)色(se)(se)電(dian)(dian)力(li)直接供應和燃(ran)煤(mei)(mei)(mei)自備電(dian)(dian)廠替(ti)代。加快在造(zao)(zao)紙(zhi)、印染、食品加工(gong)等(deng)(deng)領域推廣可再生能(neng)(neng)(neng)(neng)源(yuan)(yuan)中低(di)溫熱(re)利(li)用(yong)(yong)(yong)。在合(he)(he)成(cheng)氨、合(he)(he)成(cheng)甲醇、石化、鋼鐵(tie)等(deng)(deng)領域鼓(gu)(gu)勵低(di)碳氫規模化替(ti)代高(gao)碳氫,探(tan)索建(jian)設風光(guang)氫氨醇一體化基地。在保障好居民(min)冬季取暖前提下推進(jin)熱(re)電(dian)(dian)聯產(chan)機(ji)組(zu)供熱(re)范圍(wei)內燃(ran)煤(mei)(mei)(mei)鍋爐(lu)關停整合(he)(he),因地制宜(yi)推進(jin)耦合(he)(he)生物質燃(ran)燒技術(shu)(shu)改造(zao)(zao),鼓(gu)(gu)勵發展(zhan)(zhan)大(da)容量(liang)燃(ran)煤(mei)(mei)(mei)鍋爐(lu)摻(chan)綠(lv)氨燃(ran)燒。加快推動(dong)油氣(qi)勘(kan)探(tan)開(kai)(kai)發與(yu)(yu)(yu)可再生能(neng)(neng)(neng)(neng)源(yuan)(yuan)融合(he)(he)發展(zhan)(zhan),打造(zao)(zao)低(di)碳零(ling)碳油氣(qi)田。
加(jia)(jia)快交(jiao)(jiao)通運(yun)(yun)輸(shu)和可再生能(neng)源融(rong)合互動。建設可再生能(neng)源交(jiao)(jiao)通廊道(dao)。鼓(gu)(gu)勵(li)在具備(bei)條(tiao)件的高速公(gong)(gong)路休息區、鐵(tie)路車(che)(che)站、汽車(che)(che)客運(yun)(yun)站、機場和港(gang)口推(tui)進(jin)光(guang)儲(chu)充放多功(gong)能(neng)綜(zong)合一體(ti)站建設。加(jia)(jia)快發(fa)展電(dian)(dian)動乘用(yong)車(che)(che),穩步推(tui)進(jin)公(gong)(gong)交(jiao)(jiao)車(che)(che)電(dian)(dian)動化替代,探索(suo)推(tui)廣應(ying)(ying)用(yong)新(xin)能(neng)源中重型貨車(che)(che)。積極探索(suo)發(fa)展電(dian)(dian)氣(qi)(qi)化公(gong)(gong)路,加(jia)(jia)大鐵(tie)路電(dian)(dian)氣(qi)(qi)化改(gai)造力度。推(tui)進(jin)船舶(bo)靠港(gang)使用(yong)岸電(dian)(dian),鼓(gu)(gu)勵(li)綠(lv)色電(dian)(dian)動智能(neng)船舶(bo)試點(dian)應(ying)(ying)用(yong)。推(tui)動可持續航空(kong)燃料應(ying)(ying)用(yong),開(kai)展電(dian)(dian)動垂直(zhi)起降航空(kong)器試點(dian)運(yun)(yun)行(xing)。有序推(tui)廣車(che)(che)用(yong)綠(lv)色清潔液體(ti)燃料試點(dian)應(ying)(ying)用(yong)。支持有條(tiao)件的地區開(kai)展生物柴油、生物航煤、生物天然氣(qi)(qi)、綠(lv)色氫(qing)氨醇等在船舶(bo)、航空(kong)領(ling)域的試點(dian)運(yun)(yun)行(xing)。
深(shen)化(hua)建(jian)(jian)(jian)(jian)筑(zhu)可(ke)(ke)再(zai)生(sheng)(sheng)能源集成應(ying)(ying)用(yong)(yong)(yong)。把優先利(li)用(yong)(yong)(yong)可(ke)(ke)再(zai)生(sheng)(sheng)能源納入城(cheng)鎮(zhen)(zhen)的規劃、建(jian)(jian)(jian)(jian)設(she)、更新和(he)改造。推(tui)(tui)(tui)(tui)動(dong)(dong)城(cheng)鎮(zhen)(zhen)新建(jian)(jian)(jian)(jian)建(jian)(jian)(jian)(jian)筑(zhu)全面執(zhi)行(xing)綠(lv)色(se)建(jian)(jian)(jian)(jian)筑(zhu)標(biao)準,不(bu)斷提(ti)高可(ke)(ke)再(zai)生(sheng)(sheng)能源電力(li)、熱力(li)和(he)燃(ran)(ran)氣的替代要(yao)求。推(tui)(tui)(tui)(tui)廣(guang)(guang)(guang)超低能耗(hao)、近零能耗(hao)建(jian)(jian)(jian)(jian)筑(zhu),發展近零碳(tan)建(jian)(jian)(jian)(jian)筑(zhu),推(tui)(tui)(tui)(tui)動(dong)(dong)建(jian)(jian)(jian)(jian)筑(zhu)柔性用(yong)(yong)(yong)電技(ji)術應(ying)(ying)用(yong)(yong)(yong)。推(tui)(tui)(tui)(tui)動(dong)(dong)既有建(jian)(jian)(jian)(jian)筑(zhu)屋頂加裝(zhuang)光伏系統(tong)(tong),推(tui)(tui)(tui)(tui)動(dong)(dong)有條(tiao)件的新建(jian)(jian)(jian)(jian)廠房、新建(jian)(jian)(jian)(jian)公共建(jian)(jian)(jian)(jian)筑(zhu)應(ying)(ying)裝(zhuang)盡裝(zhuang)光伏系統(tong)(tong)。推(tui)(tui)(tui)(tui)動(dong)(dong)新建(jian)(jian)(jian)(jian)公共建(jian)(jian)(jian)(jian)筑(zhu)全面電氣化(hua),推(tui)(tui)(tui)(tui)廣(guang)(guang)(guang)電熱泵(beng)熱水(shui)器(qi)、高效電磁(ci)爐灶等替代燃(ran)(ran)煤(mei)燃(ran)(ran)氣產品,推(tui)(tui)(tui)(tui)動(dong)(dong)高效直流電器(qi)與設(she)備應(ying)(ying)用(yong)(yong)(yong)。在(zai)太陽(yang)能資源較豐(feng)富地(di)區(qu)及(ji)有穩定熱水(shui)需求的建(jian)(jian)(jian)(jian)筑(zhu)中(zhong)積極推(tui)(tui)(tui)(tui)廣(guang)(guang)(guang)太陽(yang)能熱應(ying)(ying)用(yong)(yong)(yong)。因(yin)地(di)制宜推(tui)(tui)(tui)(tui)進(jin)地(di)熱能、空(kong)氣源熱泵(beng)和(he)集中(zhong)式(shi)生(sheng)(sheng)物(wu)質能等供(gong)熱制冷應(ying)(ying)用(yong)(yong)(yong),偏遠地(di)區(qu)可(ke)(ke)按照就地(di)取材(cai)原則利(li)用(yong)(yong)(yong)戶用(yong)(yong)(yong)生(sheng)(sheng)物(wu)質成型燃(ran)(ran)料爐具(ju)供(gong)暖。
全面(mian)支(zhi)持農業(ye)農村(cun)用能(neng)(neng)清潔(jie)化現代化。在具備條(tiao)件的農村(cun)地區積極(ji)發展分散式風電(dian)(dian)(dian)和(he)分布式光伏發電(dian)(dian)(dian)。推進農林(lin)廢棄物(wu)、禽畜糞污等(deng)與農村(cun)有機垃圾等(deng)協(xie)同處理,合(he)理布局(ju)生物(wu)質(zhi)發電(dian)(dian)(dian)、集(ji)中式生物(wu)質(zhi)清潔(jie)供(gong)(gong)暖和(he)生物(wu)天然氣項目(mu)。加快農村(cun)能(neng)(neng)源(yuan)(yuan)基礎設(she)施改造升級,探(tan)索推進微能(neng)(neng)網(wang)(微電(dian)(dian)(dian)網(wang))建(jian)(jian)設(she)。推進有條(tiao)件地區生物(wu)天然氣進入管網(wang),因地制宜推進鄉鎮集(ji)中供(gong)(gong)熱(re)(re),優先(xian)利用地熱(re)(re)能(neng)(neng)、太陽能(neng)(neng)等(deng)供(gong)(gong)暖,逐步減少直至禁止煤炭散燒。推動農村(cun)生產生活電(dian)(dian)(dian)氣化改造升級,建(jian)(jian)設(she)鄉村(cun)能(neng)(neng)源(yuan)(yuan)站,提(ti)高農村(cun)能(neng)(neng)源(yuan)(yuan)公共(gong)服(fu)務能(neng)(neng)力。結(jie)合(he)數字(zi)鄉村(cun)建(jian)(jian)設(she)提(ti)升鄉村(cun)智(zhi)慧用能(neng)(neng)水平(ping),將鄉村(cun)能(neng)(neng)源(yuan)(yuan)設(she)施建(jian)(jian)設(she)納入鄉村(cun)建(jian)(jian)設(she)項目(mu)庫(ku),高質(zhi)量建(jian)(jian)設(she)農村(cun)能(neng)(neng)源(yuan)(yuan)革命(ming)試點(dian)。

一、總體要求
大(da)力(li)(li)實施可(ke)(ke)(ke)再(zai)(zai)生(sheng)(sheng)(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)替(ti)(ti)代(dai),以習(xi)近(jin)平新時代(dai)中國(guo)特色社會主(zhu)義思想為指導,貫徹“四個革(ge)命(ming)、一(yi)(yi)個合(he)作”能(neng)(neng)(neng)(neng)源(yuan)安全(quan)(quan)新戰(zhan)略,堅(jian)持(chi)統(tong)籌謀劃(hua)、安全(quan)(quan)替(ti)(ti)代(dai),正確處理傳統(tong)能(neng)(neng)(neng)(neng)源(yuan)和(he)(he)新能(neng)(neng)(neng)(neng)源(yuan)“破(po)”與(yu)“立”的(de)關系,源(yuan)網荷(he)儲一(yi)(yi)體推(tui)(tui)進,全(quan)(quan)面提升可(ke)(ke)(ke)再(zai)(zai)生(sheng)(sheng)(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)安全(quan)(quan)可(ke)(ke)(ke)靠供應能(neng)(neng)(neng)(neng)力(li)(li);供需統(tong)籌、有序(xu)替(ti)(ti)代(dai),統(tong)籌可(ke)(ke)(ke)再(zai)(zai)生(sheng)(sheng)(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)供給與(yu)重(zhong)點(dian)領(ling)域(yu)(yu)綠色能(neng)(neng)(neng)(neng)源(yuan)消(xiao)費,加(jia)快(kuai)推(tui)(tui)進增(zeng)量替(ti)(ti)代(dai),穩步擴(kuo)大(da)存量替(ti)(ti)代(dai),穩妥推(tui)(tui)動可(ke)(ke)(ke)再(zai)(zai)生(sheng)(sheng)(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)有序(xu)替(ti)(ti)代(dai)傳統(tong)化石能(neng)(neng)(neng)(neng)源(yuan);協同融(rong)合(he)、多元替(ti)(ti)代(dai),協同推(tui)(tui)進可(ke)(ke)(ke)再(zai)(zai)生(sheng)(sheng)(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)與(yu)工業、交通、建(jian)筑、農業農村等領(ling)域(yu)(yu)融(rong)合(he)替(ti)(ti)代(dai),經濟高效推(tui)(tui)進發電、供熱、制(zhi)氣、制(zhi)氫多元發展和(he)(he)替(ti)(ti)代(dai);科技(ji)引(yin)領(ling)、創新替(ti)(ti)代(dai),大(da)力(li)(li)推(tui)(tui)動新技(ji)術(shu)攻關試點(dian),創新體制(zhi)機制(zhi),加(jia)快(kuai)培育(yu)可(ke)(ke)(ke)再(zai)(zai)生(sheng)(sheng)(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)替(ti)(ti)代(dai)的(de)新場(chang)景、新模(mo)式、新業態。“十(shi)四五”重(zhong)點(dian)領(ling)域(yu)(yu)可(ke)(ke)(ke)再(zai)(zai)生(sheng)(sheng)(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)替(ti)(ti)代(dai)取得積極進展,2025年(nian)全(quan)(quan)國(guo)可(ke)(ke)(ke)再(zai)(zai)生(sheng)(sheng)(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)消(xiao)費量達(da)(da)(da)到(dao)11億(yi)噸(dun)標煤以上。“十(shi)五五”各(ge)領(ling)域(yu)(yu)優(you)先利(li)用可(ke)(ke)(ke)再(zai)(zai)生(sheng)(sheng)(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)的(de)生(sheng)(sheng)(sheng)(sheng)產(chan)生(sheng)(sheng)(sheng)(sheng)活方式基本形成,2030年(nian)全(quan)(quan)國(guo)可(ke)(ke)(ke)再(zai)(zai)生(sheng)(sheng)(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)消(xiao)費量達(da)(da)(da)到(dao)15億(yi)噸(dun)標煤以上,有力(li)(li)支撐實現2030年(nian)碳達(da)(da)(da)峰目(mu)標。
二、著力提升可再生能源安全可靠替代能力
(一(yi))全(quan)面(mian)提升(sheng)可(ke)再生(sheng)(sheng)(sheng)(sheng)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)供給能(neng)(neng)(neng)(neng)(neng)力。加(jia)快推(tui)進(jin)以沙(sha)漠(mo)、戈壁、荒(huang)漠(mo)地(di)區(qu)為重點的大(da)型風(feng)電(dian)光(guang)(guang)伏基(ji)地(di)建(jian)設,推(tui)動(dong)海上(shang)風(feng)電(dian)集群化開(kai)發(fa)(fa)(fa)。科(ke)學有(you)序推(tui)進(jin)大(da)型水電(dian)基(ji)地(di)建(jian)設,統籌推(tui)進(jin)水風(feng)光(guang)(guang)綜合開(kai)發(fa)(fa)(fa)。就近(jin)開(kai)發(fa)(fa)(fa)分布式可(ke)再生(sheng)(sheng)(sheng)(sheng)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)。穩步發(fa)(fa)(fa)展生(sheng)(sheng)(sheng)(sheng)物質發(fa)(fa)(fa)電(dian),推(tui)動(dong)光(guang)(guang)熱(re)(re)發(fa)(fa)(fa)電(dian)規模(mo)化發(fa)(fa)(fa)展。加(jia)快提升(sheng)可(ke)再生(sheng)(sheng)(sheng)(sheng)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)資源(yuan)(yuan)評(ping)估、功率預(yu)(yu)測、智慧調控能(neng)(neng)(neng)(neng)(neng)力。推(tui)進(jin)構網(wang)型新能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)、長時(shi)間尺度功率預(yu)(yu)測等新技術(shu)應用。因地(di)制(zhi)宜發(fa)(fa)(fa)展生(sheng)(sheng)(sheng)(sheng)物天然氣和生(sheng)(sheng)(sheng)(sheng)物柴油(you)、生(sheng)(sheng)(sheng)(sheng)物航煤等綠(lv)色燃料(liao),積(ji)極(ji)有(you)序發(fa)(fa)(fa)展可(ke)再生(sheng)(sheng)(sheng)(sheng)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)制(zhi)氫。促(cu)進(jin)地(di)熱(re)(re)能(neng)(neng)(neng)(neng)(neng)資源(yuan)(yuan)合理高效利用,推(tui)動(dong)波(bo)浪能(neng)(neng)(neng)(neng)(neng)、潮流能(neng)(neng)(neng)(neng)(neng)、溫(wen)差能(neng)(neng)(neng)(neng)(neng)等規模(mo)化利用。推(tui)動(dong)建(jian)立可(ke)再生(sheng)(sheng)(sheng)(sheng)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)與傳統能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)協(xie)同互補、梯級綜合利用的供熱(re)(re)體系。
(二)加快(kuai)可(ke)再(zai)生能(neng)(neng)(neng)源(yuan)(yuan)配(pei)(pei)套基礎(chu)設施(shi)建設。推(tui)進(jin)柔性直流(liu)輸(shu)電(dian)(dian)、交直流(liu)混合配(pei)(pei)電(dian)(dian)網等先(xian)進(jin)技術(shu)迭代,加快(kuai)建設數字化(hua)智能(neng)(neng)(neng)化(hua)電(dian)(dian)網。加強可(ke)再(zai)生能(neng)(neng)(neng)源(yuan)(yuan)和(he)電(dian)(dian)力(li)發展(zhan)規(gui)劃(hua)的(de)銜接,推(tui)動網源(yuan)(yuan)協調(diao)發展(zhan)。推(tui)動電(dian)(dian)網主干(gan)網架提質升(sheng)級(ji)(ji),加強跨省跨區(qu)輸(shu)電(dian)(dian)通(tong)道建設,優化(hua)調(diao)度(du)(du)控制,優先(xian)調(diao)度(du)(du)可(ke)再(zai)生能(neng)(neng)(neng)源(yuan)(yuan)電(dian)(dian)力(li)。持(chi)續優化(hua)配(pei)(pei)電(dian)(dian)網網架結構(gou),加快(kuai)配(pei)(pei)電(dian)(dian)網一(yi)、二次融合和(he)智能(neng)(neng)(neng)化(hua)升(sheng)級(ji)(ji),優化(hua)配(pei)(pei)電(dian)(dian)網調(diao)度(du)(du)機制,提升(sheng)配(pei)(pei)電(dian)(dian)網靈活性和(he)承(cheng)載力(li),支撐分布式(shi)可(ke)再(zai)生能(neng)(neng)(neng)源(yuan)(yuan)快(kuai)速發展(zhan)。加強熱(re)力(li)、燃氣管網及氫能(neng)(neng)(neng)供應網絡等基礎(chu)設施(shi)建設和(he)升(sheng)級(ji)(ji)改造,強化(hua)管網互聯互通(tong),就近接納更多非電(dian)(dian)可(ke)再(zai)生能(neng)(neng)(neng)源(yuan)(yuan)。

三、加快推進重點領域可再生能源替代應用

(七)深化建(jian)(jian)筑可(ke)再(zai)生(sheng)能源(yuan)集(ji)成應(ying)(ying)(ying)用。把優先利用可(ke)再(zai)生(sheng)能源(yuan)納(na)入城(cheng)(cheng)鎮的規劃、建(jian)(jian)設、更新(xin)(xin)和(he)改(gai)造。推(tui)(tui)(tui)(tui)動(dong)(dong)(dong)城(cheng)(cheng)鎮新(xin)(xin)建(jian)(jian)建(jian)(jian)筑全面執(zhi)行(xing)綠(lv)色建(jian)(jian)筑標準,不斷提高可(ke)再(zai)生(sheng)能源(yuan)電(dian)(dian)力、熱(re)(re)(re)力和(he)燃(ran)氣的替代(dai)要求(qiu)。推(tui)(tui)(tui)(tui)廣(guang)(guang)超低能耗(hao)、近零(ling)能耗(hao)建(jian)(jian)筑,發展近零(ling)碳建(jian)(jian)筑,推(tui)(tui)(tui)(tui)動(dong)(dong)(dong)建(jian)(jian)筑柔性用電(dian)(dian)技術應(ying)(ying)(ying)用。推(tui)(tui)(tui)(tui)動(dong)(dong)(dong)既有建(jian)(jian)筑屋頂加裝(zhuang)光伏系(xi)統(tong),推(tui)(tui)(tui)(tui)動(dong)(dong)(dong)有條(tiao)件的新(xin)(xin)建(jian)(jian)廠房、新(xin)(xin)建(jian)(jian)公共建(jian)(jian)筑應(ying)(ying)(ying)裝(zhuang)盡裝(zhuang)光伏系(xi)統(tong)。推(tui)(tui)(tui)(tui)動(dong)(dong)(dong)新(xin)(xin)建(jian)(jian)公共建(jian)(jian)筑全面電(dian)(dian)氣化,推(tui)(tui)(tui)(tui)廣(guang)(guang)電(dian)(dian)熱(re)(re)(re)泵熱(re)(re)(re)水(shui)器(qi)、高效電(dian)(dian)磁爐(lu)灶(zao)等替代(dai)燃(ran)煤燃(ran)氣產品,推(tui)(tui)(tui)(tui)動(dong)(dong)(dong)高效直流電(dian)(dian)器(qi)與設備應(ying)(ying)(ying)用。在太陽(yang)能資源(yuan)較豐富地(di)(di)(di)區及有穩定熱(re)(re)(re)水(shui)需求(qiu)的建(jian)(jian)筑中積極推(tui)(tui)(tui)(tui)廣(guang)(guang)太陽(yang)能熱(re)(re)(re)應(ying)(ying)(ying)用。因地(di)(di)(di)制宜推(tui)(tui)(tui)(tui)進(jin)地(di)(di)(di)熱(re)(re)(re)能、空(kong)氣源(yuan)熱(re)(re)(re)泵和(he)集(ji)中式生(sheng)物質能等供(gong)熱(re)(re)(re)制冷(leng)應(ying)(ying)(ying)用,偏遠地(di)(di)(di)區可(ke)按照就地(di)(di)(di)取(qu)材原則利用戶用生(sheng)物質成型燃(ran)料爐(lu)具供(gong)暖。
(八)全面支持農(nong)(nong)(nong)業(ye)農(nong)(nong)(nong)村(cun)(cun)用能清(qing)潔化(hua)現代化(hua)。在具備條(tiao)件(jian)的(de)農(nong)(nong)(nong)村(cun)(cun)地(di)區積極(ji)發展分(fen)散(san)(san)式風電和分(fen)布(bu)式光伏發電。推(tui)進(jin)(jin)農(nong)(nong)(nong)林廢棄物(wu)、禽畜糞污(wu)等與農(nong)(nong)(nong)村(cun)(cun)有機垃圾等協同處理,合(he)理布(bu)局生(sheng)物(wu)質(zhi)發電、集中(zhong)式生(sheng)物(wu)質(zhi)清(qing)潔供暖(nuan)和生(sheng)物(wu)天然氣項目。加快農(nong)(nong)(nong)村(cun)(cun)能源基礎設(she)施(shi)改造(zao)升(sheng)級,探索推(tui)進(jin)(jin)微(wei)能網(wang)(微(wei)電網(wang))建(jian)設(she)。推(tui)進(jin)(jin)有條(tiao)件(jian)地(di)區生(sheng)物(wu)天然氣進(jin)(jin)入(ru)管網(wang),因地(di)制宜推(tui)進(jin)(jin)鄉(xiang)鎮集中(zhong)供熱,優先利用地(di)熱能、太陽能等供暖(nuan),逐步減(jian)少直至禁止(zhi)煤炭散(san)(san)燒。推(tui)動農(nong)(nong)(nong)村(cun)(cun)生(sheng)產生(sheng)活電氣化(hua)改造(zao)升(sheng)級,建(jian)設(she)鄉(xiang)村(cun)(cun)能源站,提高農(nong)(nong)(nong)村(cun)(cun)能源公共服務能力。結合(he)數字鄉(xiang)村(cun)(cun)建(jian)設(she)提升(sheng)鄉(xiang)村(cun)(cun)智慧用能水平,將鄉(xiang)村(cun)(cun)能源設(she)施(shi)建(jian)設(she)納(na)入(ru)鄉(xiang)村(cun)(cun)建(jian)設(she)項目庫(ku),高質(zhi)量建(jian)設(she)農(nong)(nong)(nong)村(cun)(cun)能源革命試點(dian)。
(九)統籌新(xin)基建(jian)和(he)可(ke)(ke)再生能(neng)源(yuan)(yuan)開發利用。加強(qiang)充(chong)電基礎設(she)(she)(she)施(shi)(shi)(shi)、加氣站、加氫站建(jian)設(she)(she)(she),完善城(cheng)鄉充(chong)電網絡體(ti)系。優化(hua)新(xin)型基礎設(she)(she)(she)施(shi)(shi)(shi)空間布(bu)局,推(tui)(tui)動(dong)5G基站、數(shu)(shu)據中(zhong)(zhong)心(xin)、超算中(zhong)(zhong)心(xin)等與光伏(fu)、熱泵、儲能(neng)等融合發展(zhan)。推(tui)(tui)動(dong)人工(gong)智(zhi)能(neng)、物聯(lian)網、區塊(kuai)鏈等與可(ke)(ke)再生能(neng)源(yuan)(yuan)深度融合發展(zhan)。支持(chi)(chi)新(xin)型基礎設(she)(she)(she)施(shi)(shi)(shi)發展(zhan)綠(lv)(lv)(lv)電直供(gong)、源(yuan)(yuan)網荷儲一體(ti)化(hua)項目(mu),開展(zhan)綠(lv)(lv)(lv)證綠(lv)(lv)(lv)電交易和(he)“綠(lv)(lv)(lv)電園(yuan)區”建(jian)設(she)(she)(she),提高“東數(shu)(shu)西(xi)算”等戰(zhan)略工(gong)程中(zhong)(zhong)的新(xin)能(neng)源(yuan)(yuan)電力消費占比(bi)。支持(chi)(chi)國家樞(shu)紐節(jie)點中(zhong)(zhong)具有冷水資(zi)源(yuan)(yuan)的地區建(jian)設(she)(she)(she)大(da)數(shu)(shu)據中(zhong)(zhong)心(xin)。有序開展(zhan)老舊(jiu)(jiu)基站、“老舊(jiu)(jiu)小散”數(shu)(shu)據中(zhong)(zhong)心(xin)綠(lv)(lv)(lv)色(se)技術改造。推(tui)(tui)動(dong)新(xin)建(jian)數(shu)(shu)據中(zhong)(zhong)心(xin)逐年穩步(bu)提升(sheng)可(ke)(ke)再生能(neng)源(yuan)(yuan)使用比(bi)例。
四、積極推動可再生能源替代創新試點
(十)加快試(shi)(shi)點應(ying)用。開(kai)(kai)展深(shen)遠海(hai)(hai)漂(piao)浮式(shi)海(hai)(hai)上風(feng)電(dian)、年產千萬立方米級(ji)生(sheng)物天然氣(qi)工(gong)(gong)程(cheng)等(deng)試(shi)(shi)點應(ying)用,推(tui)動(dong)光(guang)(guang)熱與風(feng)電(dian)光(guang)(guang)伏(fu)深(shen)度聯合運行。在(zai)(zai)工(gong)(gong)廠和(he)(he)園(yuan)區開(kai)(kai)展綠(lv)色(se)直供(gong)電(dian)試(shi)(shi)點,推(tui)進(jin)構網(wang)型、孤網(wang)運行、自備(bei)性質的可(ke)再(zai)生(sheng)能(neng)源(yuan)綜合利用工(gong)(gong)程(cheng)試(shi)(shi)點。結(jie)合資源(yuan)條件因地制宜推(tui)進(jin)大(da)型燃煤(mei)發(fa)(fa)電(dian)鍋爐摻燒農林廢棄物等(deng)耦合生(sheng)物質燃燒技術改(gai)造。鼓(gu)勵引導可(ke)再(zai)生(sheng)能(neng)源(yuan)設備(bei)更新(xin)升級(ji)和(he)(he)廢舊設備(bei)設施循環(huan)利用。在(zai)(zai)鋼鐵、有(you)色(se)金(jin)屬、石(shi)化化工(gong)(gong)和(he)(he)建材(cai)等(deng)領域(yu)推(tui)廣(guang)低碳零(ling)碳生(sheng)產工(gong)(gong)藝和(he)(he)工(gong)(gong)業流程(cheng)再(zai)造技術應(ying)用。開(kai)(kai)展氫冶金(jin)和(he)(he)氫基化工(gong)(gong)技術推(tui)廣(guang)應(ying)用。推(tui)動(dong)光(guang)(guang)儲(chu)端信產業融合創新(xin),探索(suo)開(kai)(kai)展光(guang)(guang)儲(chu)充放一體(ti)化試(shi)(shi)點。支(zhi)持(chi)園(yuan)區、企業、大(da)型公共(gong)建筑(zhu)等(deng)開(kai)(kai)展發(fa)(fa)供(gong)用高比例新(xin)能(neng)源(yuan)試(shi)(shi)點,大(da)幅提升新(xin)能(neng)源(yuan)電(dian)力消費(fei)占比。在(zai)(zai)具備(bei)基礎的國家和(he)(he)省級(ji)經濟開(kai)(kai)發(fa)(fa)區,以市場化方式(shi)打造新(xin)增(zeng)能(neng)源(yuan)消費(fei)100%由可(ke)再(zai)生(sheng)能(neng)源(yuan)供(gong)給的綠(lv)色(se)能(neng)源(yuan)試(shi)(shi)點園(yuan)區。
(十一)推(tui)(tui)動業(ye)態融(rong)(rong)合(he)創新。推(tui)(tui)動工業(ye)、交(jiao)通(tong)、建筑(zhu)、農業(ye)、林(lin)業(ye)等與可再(zai)生能(neng)(neng)(neng)源(yuan)(yuan)(yuan)跨(kua)行業(ye)融(rong)(rong)合(he),推(tui)(tui)進(jin)光(guang)伏治沙、光(guang)伏廊道和海(hai)洋牧場等深層次立體化發(fa)展,形成深度融(rong)(rong)合(he)、持續替(ti)代(dai)(dai)的(de)創新替(ti)代(dai)(dai)發(fa)展局面。支(zhi)持數字(zi)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)、虛擬電廠、農村能(neng)(neng)(neng)源(yuan)(yuan)(yuan)合(he)作社等新型經營主體發(fa)展壯(zhuang)大,培(pei)育適(shi)應能(neng)(neng)(neng)源(yuan)(yuan)(yuan)清(qing)潔(jie)、高效、安全替(ti)代(dai)(dai)的(de)新業(ye)態。鼓(gu)勵能(neng)(neng)(neng)夠促進(jin)可再(zai)生能(neng)(neng)(neng)源(yuan)(yuan)(yuan)多(duo)品種、多(duo)領域(yu)、多(duo)形態替(ti)代(dai)(dai)的(de)商業(ye)模式創新,大力發(fa)展能(neng)(neng)(neng)夠支(zhi)持供需高效協同的(de)綜(zong)合(he)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)服務,加(jia)快車網互(hu)動、電碳資產管理等新商業(ye)模式落地。
五、強化可再生能源替代保障措施
(十二(er))健全(quan)法(fa)律法(fa)規(gui)標(biao)準。建立健全(quan)支持可再(zai)生能(neng)(neng)源(yuan)(yuan)優(you)先利(li)用的法(fa)律法(fa)規(gui),結(jie)合能(neng)(neng)源(yuan)(yuan)法(fa)、可再(zai)生能(neng)(neng)源(yuan)(yuan)法(fa)、電力法(fa)、節約能(neng)(neng)源(yuan)(yuan)法(fa)等制修訂(ding),明確各(ge)類主(zhu)體在可再(zai)生能(neng)(neng)源(yuan)(yuan)開發利(li)用中的相關(guan)權利(li)義務和法(fa)律責任。加快完善可再(zai)生能(neng)(neng)源(yuan)(yuan)領(ling)域(yu)相關(guan)標(biao)準體系(xi)。結(jie)合重點領(ling)域(yu)標(biao)準制修訂(ding),將可再(zai)生能(neng)(neng)源(yuan)(yuan)替代利(li)用納入各(ge)領(ling)域(yu)綠色低碳(tan)發展標(biao)準規(gui)范(fan)體系(xi)。強化標(biao)準和規(gui)范(fan)實施,推進實施效果評(ping)價。
(十三)完(wan)善(shan)綠(lv)(lv)色(se)(se)能(neng)(neng)源消(xiao)(xiao)(xiao)費(fei)機制。全面(mian)落(luo)實(shi)非化石(shi)能(neng)(neng)源不納入(ru)能(neng)(neng)源消(xiao)(xiao)(xiao)耗總量和強(qiang)(qiang)度控制要(yao)(yao)求,使用綠(lv)(lv)證(zheng)(zheng)作為可(ke)再生(sheng)能(neng)(neng)源電(dian)(dian)力消(xiao)(xiao)(xiao)費(fei)核算的(de)基(ji)礎憑證(zheng)(zheng),加強(qiang)(qiang)綠(lv)(lv)證(zheng)(zheng)與節能(neng)(neng)降碳政策的(de)有效銜(xian)(xian)接(jie)。完(wan)善(shan)可(ke)再生(sheng)能(neng)(neng)源電(dian)(dian)力消(xiao)(xiao)(xiao)納責任(ren)權重機制,將消(xiao)(xiao)(xiao)納責任(ren)落(luo)實(shi)到重點用能(neng)(neng)單位(wei),加強(qiang)(qiang)高耗能(neng)(neng)企業(ye)使用綠(lv)(lv)色(se)(se)電(dian)(dian)力的(de)剛性約束。加快建立基(ji)于綠(lv)(lv)證(zheng)(zheng)的(de)綠(lv)(lv)色(se)(se)電(dian)(dian)力消(xiao)(xiao)(xiao)費(fei)認證(zheng)(zheng)機制。推(tui)進綠(lv)(lv)證(zheng)(zheng)綠(lv)(lv)電(dian)(dian)與全國碳市場銜(xian)(xian)接(jie)。將綠(lv)(lv)色(se)(se)電(dian)(dian)力消(xiao)(xiao)(xiao)費(fei)要(yao)(yao)求納入(ru)綠(lv)(lv)色(se)(se)產品評價標準,拓展綠(lv)(lv)色(se)(se)產品認證(zheng)(zheng)目錄,研究制定政府采(cai)購支持(chi)綠(lv)(lv)色(se)(se)產品相(xiang)關政策,推(tui)動主要(yao)(yao)采(cai)用綠(lv)(lv)色(se)(se)電(dian)(dian)力生(sheng)產的(de)產品享(xiang)受綠(lv)(lv)色(se)(se)金融等政策。
(十四)落實科技財政(zheng)(zheng)金融(rong)支(zhi)持(chi)(chi)政(zheng)(zheng)策(ce)。利用(yong)(yong)好(hao)首臺(套)重大技術裝備(bei)推(tui)廣應用(yong)(yong)有關政(zheng)(zheng)策(ce)和(he)(he)國家重點研發(fa)計劃重點專(zhuan)項,支(zhi)持(chi)(chi)可再生能源替代(dai)(dai)關鍵技術研發(fa)和(he)(he)試點應用(yong)(yong)。建立健全綠色金融(rong)機制(zhi),支(zhi)持(chi)(chi)各(ge)領域各(ge)類主體投資(zi)可再生能源替代(dai)(dai)利用(yong)(yong)及基(ji)礎設(she)(she)施建設(she)(she)和(he)(he)升級。鼓勵開(kai)展(zhan)信(xin)貸產品(pin)和(he)(he)服務創新,按照市場化法(fa)治化原(yuan)則提供長期穩定融(rong)資(zi)支(zhi)持(chi)(chi)。

(十六)深(shen)化(hua)推(tui)(tui)進(jin)國(guo)際合(he)作(zuo)。加強(qiang)與(yu)共(gong)建“一帶一路”國(guo)家的綠(lv)色能(neng)(neng)(neng)源合(he)作(zuo),深(shen)化(hua)綠(lv)色能(neng)(neng)(neng)源務實合(he)作(zuo),推(tui)(tui)動(dong)(dong)建成一批綠(lv)色能(neng)(neng)(neng)源最佳實踐項(xiang)目。建立清潔能(neng)(neng)(neng)源國(guo)際合(he)作(zuo)統計(ji)分析平臺(tai),推(tui)(tui)動(dong)(dong)工業(ye)、交(jiao)通(tong)、建筑、農業(ye)農村等重點領(ling)域(yu)可再生(sheng)能(neng)(neng)(neng)源應用先進(jin)技術裝備研發的國(guo)際合(he)作(zuo)。支持(chi)與(yu)國(guo)際機構(gou)開展(zhan)綠(lv)證綠(lv)電交(jiao)流,推(tui)(tui)動(dong)(dong)綠(lv)證走出(chu)去。推(tui)(tui)進(jin)“一帶一路”科(ke)技創新行(xing)動(dong)(dong)計(ji)劃,開展(zhan)聯合(he)研究及交(jiao)流培訓。
(十七)加強(qiang)宣(xuan)傳引導(dao)。動(dong)(dong)員全民(min)參與可再生(sheng)能源(yuan)替代(dai)行動(dong)(dong),組織開展城(cheng)市、鄉村(cun)、社區、園區可再生(sheng)能源(yuan)應用(yong)(yong)培訓和(he)(he)試點活動(dong)(dong),大力(li)支持可再生(sheng)能源(yuan)產品(pin)的銷售和(he)(he)使(shi)用(yong)(yong),促(cu)進居(ju)民(min)踐行和(he)(he)推廣綠(lv)色生(sheng)活方式。
各(ge)級發(fa)展(zhan)改(gai)革(ge)、能源、工(gong)業(ye)和信息化(hua)、交通運輸、住房和城鄉建(jian)(jian)設、農(nong)業(ye)農(nong)村、科技、財政、自然資源、生態(tai)環境、金融、數據(ju)、鐵路、民(min)用航空等部門按照職能分工(gong)加強協(xie)同配合(he),加強統籌(chou)協(xie)調和督促指(zhi)導(dao),推進本意見組(zu)織實(shi)(shi)施(shi)。各(ge)地(di)區要充(chong)分認識可(ke)再(zai)生能源替代行動(dong)的重要性、緊迫性,結合(he)本地(di)區經(jing)濟社會發(fa)展(zhan)實(shi)(shi)際,以及新(xin)型電力系統建(jian)(jian)設工(gong)作,切實(shi)(shi)加快(kuai)推進可(ke)再(zai)生能源替代。
